The Oppotunity
The Global SRHR Alliance New pilot programme is being implemented across eight countries in three regions: East Africa (Ethiopia, Kenya, Uganda), West Africa ( Burkina Faso, Mali, Niger), MENA ( Jordan, Lebanon).
The SRH Officer provides overall woreda level coordination for the planning, implementation and monitoring of Alliance program led by PIE and implemented by Alliance members including PIE, Amref Ethiopia and local implementing partners, ensuring the achievement of agreed objectives, results, and quality standards. The Alliance Program is integrated in to PIE’s SRH Programme Framework and contributes to the SRHR Alliance New initiative funded by the Dutch Ministry of Foreign Affairs (MFA), running from June 2026 to December 2028.
The SRH Officer coordinates woreda-level implementation of a multi-stakeholder SRH Alliance programme in Amhara, Tigray, and Afar, with a focus on conflict-affected and hard-to-reach areas where young people face significant unmet SRH needs. The role supports delivery of high-impact interventions that improve the availability, accessibility, acceptability, and quality of SRH services, expand access to SRH information and education, enabling environment through positive social norm change, and strengthen community engagement, local research, and advocacy efforts. The Officer ensures that gender equality, disability inclusion, climate and conflict-sensitive programming, and survivor-centred approaches are integrated across all activities.
Working under the guidance of the SRH Project Coordinator, the Officer is responsible for woreda-level multi-sectoral coordination, partnership management, planning, implementation, budget monitoring, reporting, and compliance with donor and Plan International requirements. The officer works closely with government institutions, Amref Health Africa, alliance member and like-minded CSOs, youth and informal community networks, and local platforms to facilitate collaboration, strengthen partner capacity, support training and community-based interventions, address implementation challenges, monitor progress, document learning, and contribute to sustainable and inclusive project results.
Key responsibilities include:
- Coordinate and oversee the implementation of SRH Alliance project activities timely delivery, quality standards.
- Support the delivery of quality sexual and reproductive health (SRH) services, information, education, policy advocacy, research, and capacity-strengthening initiatives.
- Contribute to annual, quarterly, and detailed implementation planning in collaboration with project teams, alliance members, and partners.
- Provide technical guidance, coordination, and capacity building to implementing partners, alliance members, government stakeholders, and project staff.
- Facilitate partnerships and collaboration with government institutions, community groups, youth- and women-led organisations, and other key stakeholders.
- Monitor project progress, support data collection and reporting and compliance with donor, organisational, and accountability requirements.
- Document lessons learned, best practices, and evidence to support programme improvement, research, and learning.
- Strengthen institutional partnerships with academic and research institutions to enhance evidence-based programming and advocacy.
- Promote the integration of gender equality, youth participation, disability inclusion, safeguarding, climate sensitivity, and community engagement across project activities.
- Represent the project in coordination forums, technical working groups, and stakeholder platforms, and support community-based approaches that improve access to quality SRH services and information.
Safeguarding Children and Program Participants (Safeguarding) and Gender Equality and Inclusion (GEI)
- Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed per the appropriate procedures.
- Ensures that all staff in the unit/function/department are properly inducted on and understand their role in upholding Plan International’s safeguarding and GEI policies;
- Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day-to-day work.
- Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.
Requirements & Qualifications
TECHNICAL EXPERTISE, SKILLS, AND KNOWLEDGE
Qualifications/ Experience/Skills Essential:
- Bachelor’s Degree in Public Health, Reproductive Health, Nursing, Sociology, or related social science field.
- Minimum of 3 to 5 years of relevant experience in woreda-or zonal-or regional project coordination or management, and alliance or consortium programs, with strong sectoral expertise on SRH and related sectors with good understanding of regional and local contexts.
- Good team player with agility and problem-solving capability
- Experience of working on complex projects that involves diversified local implementing partners.
- Knowledge and experience of SRH strategies/policy frameworks, teenage pregnancy reduction roadmap, costed roadmap to end child marriage, FGM/C, and SGBV
- Experience in planning, budget management, delivering trainings
- Excellent communication and facilitation skills
- Ability to work independently with minimal supervision
Languages required:
- Ability to communicate effectively in English, both orally and in writing is essential
- In addition Knowledge of Regional Languages is essential or local language is mandator
