SNV is a not-for-profit international development organization. SNV, Netherlands Development Organization, is operating in Ethiopia since the 1970s. Currently, SNV Ethiopia is working in eight regional states and the two city administrations of Ethiopia, providing technical assistance and program implementation in Agriculture, WASH, and Energy Sectors. SNV is an open and learning organization that focuses on improving the lives of Ethiopian through a market based approach inclusive of women and youth. In its new Strategic Plan period (2019 – 2022), SNV will more explicitly aim for systems change including strengthening institutions and kick-starting markets that help many more to escape poverty beyond our projects.  RAYEE is a five-year (2019-2024) project funded by the Mastercard Foundation being implemented with overall objective to secure dignified and fulfilling employment and income for 240,000 youth (70%young women) enrolled in, mainly agribusiness (70% target). It is implemented in rural, urban, and per-urban areas facilitating urban –rural market linkages in the target areas: Amhara, Oromia, SNNPR, Sidama and Tigray regions and Dire Dawa Administration.

Consultancy Objective

a) Assess whether MSEs, received RAYEE capacity building interventions, are using borrowed money for productive business as planned.

b) Quantify loan repayment status of the MSEs.

c) Assess whether the RAYEE capacity building interventions/packages added value on/contributed to loan use and repayment by target youth led MSEs and how. 

d) Identify challenges and barriers (demand/borrower, supply/lender, etc side) related to use and repayment of borrowed money by youth led MSEs    

e) Identify key lessons learned in the implementation of RAYEE capacity building interventions related to youth financial inclusion 

f) Make recommendations and approaches to be followed and implemented both by RAYEE and other stakeholders to improve use and repayment of loan by youth led MSEs

Job Requirements

  •  Postgraduate degree, competency and academic qualifications from multi-disciplinary backgrounds including development studies, economics, project management, or relevant field of studies.
  • Prior experience on managing and conducting, at least one research (in the last five years), - on contribution analysis, development evaluation, etc with both descriptive and analytical research. Experience on similar assignment/assessment and work experience in financial sector are preferred.   
  • Strong skill and prior experience of using statistical software packages (SPSS, etc) appropriate to analyze data of the assignment.
  • Fluency in English and Amharic is required. Knowledge of other local languages such as Afaan Oromo is a plus.

Both the technical and financial proposals should be in a separate sealed and stamped envelope by writing the name of the specific assignment.

2% withholding tax will be deducted from the consultant fees at the source and will be paid by SNV – Ethiopia, assuming a TIN number and license can be provided.
