Dan Church Aid (DCA) is a legally registered international NGO engaged in development and humanitarian assistance to poor rural people in Ethiopia in partnership with Ethiopian NGOs and civil society organizations.

DCA Ethiopia is looking for a competent  Consortium Project Coordinator  for its project entitled “Integrated, nutrition sensitive emergency response to South Sundanese refugees and host communities in Gambella, Eritrean refugees and Tigrayan IDPs in Afar, and IDPs in Oromia regional state. ” Under the supervision of Senior Program Coordinator, the position holder will work closely with DCA project team in Gambella, ARRA, UNHCR, Consortium Partner (ACF), local government, refugee and hosting communities to achieve the ECHO funded project mentioned above.

Overall Job purpose

The consortium project coordinator, under the supervision of DCA Senior Program Coordinator based at Gambella region, will be responsible for the overall leadership and management of the consortium project including administrative, financial, implementation, reporting and, technical oversight. The consortium coordinator will work in close collaboration with the consortium partner (Action Against Hunger- AAH) and other humanitarian actors in delivering the ECHO funded project.

Key Duties & Responsibilities 

  • Define project implementation modalities and methodologies (including, but not limited to technical specifications, identification and registration of beneficiaries, distribution, and sensitization)
  • In collaboration with the consortium partner (AAH), prepare the project Detailed Implementation Plan (DIP) and set direction by prioritizing and organizing activities and resources to achieve the project objectives
  • Oversee and monitor the work of DCA and consortium partner (AAH), ensuring that technical quality, project indicators and standards are considered during project implementation
  • Conduct regular follow-up of project work plans, identify, and address any delays in a timely and effective manner
  • Organize and lead project meeting such as project kick-off, action plan review (technical and financial) and joint periodic field visits to make recommendations for improving project implementation systems
  • Ensure that contractual obligations are met in terms of project deliverables and donor rules and procedures are understood and respected by all project partners
  • Prepare documentation for project modifications, including budget revisions, amendments, or extensions in close consultation with the consortium partner (AAH)
  • Share all relevant information and conducting training if required on consortium management systems and processes
  • Participate in humanitarian situation need assessment, concept note and proposal development to enlarge DCA funding activities in Gambella
  • Ensure regular and transparent communication between consortium partner (DCA and AAH) and regularly communicate with partners on project activities at Gambella level
  • Coordinate the harmonization and implementation of similar strategy, approaches, and methodologies among consortium partners by developing and monitoring use of common project tools
  • Coordinate and lead regular consortium meetings to discuss technical and financial issues, disseminate minutes and follow up on action points
  • Ensure the consortium partner and DCA produced quality narrative and financial reports to meet the donor requirements and deadlines
  • Collect and consolidate all locations narrative reports of DCA and the consortium partner (AAH) for donor reporting
  • Represent DCA as a lead for the consortium project with government authorities, ARRA, UNHCR, donor (ECHO) and other humanitarian actors at regional and national level meetings
  • Present project updates on the ongoing consortium activities for government, UNHCR, ARRA and other stakeholders as required
  • Oversee the consortium’s visibility and communication activities including media visits, photographer’s mission, videos, and other publications adhere to the donor regulation
  • Work in partnership with other humanitarian and development actors (UN, NGOs) intervening in a similar sector in refugees, IDPs and hosting community in Gambella region of Ethiopia
  • Perform other technical and managerial duties assigned by line manger on consortium and DCA related operations

Job Requirements

Required Job Qualifications (Education, Skill and Experience)

  • Master of Science (MSC) with 5 years or Bachelor of Science Degree (BSC) with 8 years of experience having education background in Development Studies, Agriculture, Disaster Risk Management, Economics, and related disciplines
  • Highly experienced in consortium management, refugee, IDPs and hosting community context
  • Good Knowledge of Ethiopian humanitarian operations and emergency recovery interventions
  • Good knowledge on SPHERE and other humanitarian protocols and standards
  • Experience working with INGOs and/or humanitarian agencies
  • Excellent communication and organization skills
  • Ability to work both independently and as part of a project team
  • Excellent technical skill in humanitarian needs assessment, analysis, monitoring, reporting and presentation
  • Good report writing skills in English and computer skills in MS Outlook, Word, Excel, and PowerPoint
  • Knowledge of Project operational context is advantageous
