Job Description

The Oromia Pastoralist Association (OPA) is a non-government, not-for-profit, community-based organization established in 2006 by committed pastoralist community members from Bale, Borana, Fentalle, Guji and Hararge dry-land areas in the Oromia region. OPA’s overall aim is to promote positive changes in the lives and livelihoods of pastoralists through strengthening local capacities of communities and their governance structures to participate in effective policy processes and development actions that help improve their peaceful coexistence, food security and livelihoods.

OPA would like to employ interested and qualified candidates for the vacant positions specified below for its Crisis Response and Resilient Building Project in Dire and Moyale Districts in Borana zone, Oromia Region, which is funded by CST-Ethiopia. Therefore, interested and qualified individuals can apply for the vacant position stated below:

Position Description/Summary: Under direct supervision of OPA Field Project Coordinator, the purpose of the Resilience Building and Humanitarian Response Officer for the Crisis Response and Resilient Building Project is to play a critical role in coordinating the planning, implementation, reporting, monitoring and evaluation of the Resilient Building Project under implementation in Dire and Moyale Districts.

The Resilience and Humanitarian Response Officer will be also in charge of coordinating assigned community facilitators, collecting all necessary information and prepare project best practices and ensuring the optimum involvement of project Stakeholders through planning, monitoring and Evaluation phases of the project. 

Key Duties and Responsibilities:

  • Participate in and provide technical support in the planning, implementation, Monitoring and evaluation of the Resilient Building Project at the grass roots level in accordance with approved budget, plan of action and schedule.
  • He/she should be responsible to provide or coordinate trainings
  • Support designing and coordination of Survey and assessments including market and feasibility studies and Identify Livelihood opportunities in relationship with the Livelihood component and supervise the smooth start up and running of selected viable income generating activities.
  • Responsible to Monitoring and analysis of potential crisis-related events and developments.
  • Prepare timely project implementation reports including documentation of project best practices. 
  • Support to the development, testing, and roll-out of an early warning and action methodology, guidance, tools and standard operating procedures.
  • Engage and work closely with stakeholders and partners and ensure their optimum participation in planning, implementation and review process of the project.
  • Document and share key lessons learned, case stories and program achievements for shared learning.
  • Responsible for planning, implementation, monitoring and reporting of the Peace building, social cohesion and conflict transformation activities of the project.
  • Ensure personal commitment in building constructive and collaborative working relationship and team spirit among the project staff and communities including the application of OPA’s Compliant Handling Mechanisms and redress complaints.
  • Perform any other duties and responsibilities assigned by the Field Project Coordinator.

Required number : One (1)

Duty Station:  Mega town in Dire Woreda with frequent travel to project target kebeles in Dire and Moyale Woredas

Terms of Employment : Ten months (with the possibility of extension), Full time

Gross Salary : Twenty-Five Thousand Birr (25,000 ETB)

Job Requirements

Education and Work Experience Required:

  • Master’s degree (M.A) or equivalent in Rural development, Community development, Sociology, Agricultural Economics, business Management and others related field of studies from recognized university with minimum of 6 years’ practical experience or
  • Bachelor of Arts (B.A) or equivalent in Rural development, Community development, Sociology, Agricultural Economics, business Management and others related field of studies from recognized university with minimum of 8 years’ practical experience.
  • Experience of working in humanitarian-development-Peace building projects in NGO settings is an asset.

Required Skills and Qualifications:

  • Solid knowledge of program management cycle, particularly within humanitarian and development contexts.
  • Solid knowledge and skills around Gender Equality and Women’s Empowerment.
  • Knowledge and understanding on sustainable livelihood framework and Practical knowledge in applying the market system development (MSD) approach in the context of humanitarian and development projects
  • Knowledge and experience in community and stakeholder’s mobilization and coordination.
  • Ability to facilitate meetings, trainings and community dialogues engaging relatively larger number of people.
  • Ability to conduct conflict sensitivity, humanitarian situation and market assessments
  • Ability to establish and sustain effective relationships with local communities, and partners including government sectors.
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching/mentoring.
  • Ability to draft project proposal, conduct assessments and produce quality report.
  • Good practical knowledge in the standard computer applications (e.g. Microsoft Word, Excel, PowerPoint.
  • Good communication skills and fluency in written and spoken English and Afan Oromo languages is mandatory.
  • Knowledge and familiarity with the Project operation areas and culture and norms of pastoralist community is an asset.
