JOB TITLE: Project Technical Expert (PTE)

REPORTS TO: Project Coordinator

REPORTING TO POSTHOLDER: None

LOCATION: Bale Robe with frequent travel to project areas sites

DURATION & HOURS: Until 31st August ,2022; after successful probation period of 60 working days. The contract will be possibility extended based on availability of the fund

PURPOSE OF THE ROLE

The purpose of the Project Technical Expert (PTE) will work closely with the SHARE II Project coordinator, M and E officer and woredas technical teams. The PTE is contributing to ensuring SHARE II programme is delivered to the highest standard of the donor requirements and compliance including to the regulation of Ethiopian government.

The position holder will have significant responsibilities in supporting a project coordinator and other program staff to develop annual budgets and activity plans in line with donor contracts and Farm Africa internal financial policies and procedures.  PTE will be specifically responsible to manage activities and budget funded by Mistubishi. The PTE is responsible to prepare progress reports for donors and government as per schedule reporting time. He/she will assist in planning and organizing quarterly projects/programme review meetings as well as the annual Project Progress Review (PPR).  

The organization known as Mistubishi has provided a matching fund to the SHARE II project which is implemented by European Union (EU). The Co-funding budget is mainly channelled towards implementation of woodlot development and coffee plantation outside forest area. The purpose why this position is created is that the position holder will be fully responsible to managing co-funding activities and respective budget. Moreover, the position holder will be the part of SHARE II project field team and responsible to fully engage in implementation of SHARE II programme. 

KEY TASKS AND RESPONSIBILITIES

  •  Fully responsible to follow up implementation of activities and budget utilization which funded by the Mistubishi
  • Work with the finance team and review monthly budget monitoring report and submit to the PM /PC
  • Work with the project team and government counterparts to achieve the project outputs/outcomes with the desired standards
  • Ensure adequate consultation and participation of woreda and kebele level stakeholders ensuring active participation of women.
  • Facilitate identification of training needs, prepare training materials, and deliver trainings, business plan development and other services to CBOs and unions
  • Regularly undertake project implementation progress tracking and identify any bottlenecks hampering implementation paces to provide enough technical support to woreda community development facilitators to implement the activities.
  • Work closely with PCs and facilitate the design and implementation of CBO specific forest management plans in agreement with community and local government parties
  • Provide hands-on support to PMs/PC to ensure approved projects are delivered according to the contractual requirements of donors or other stakeholders.
  • Participate in monitoring of project implementation with team members and other partners and give heads up on a regular basis to the MEL expert
  • Feed into the monitoring and evaluation process and plans to ensure these will be very effective in assessing and recording progress and results in innovative work areas
  • Lead the team in the preparation and submission of draft periodical activity reports.
  • Support in compiling plans and reports as well as woreda level field visit reports. 
  • Attend various meetings as assigned by the Program Manager or project coordinator
  • Assist in project data collection and management of projects data base.
  • Work with the finance team and the operational team in ensuring the preparation and submission accurate forecasting and review of monthly budget monitoring review (BMR),

BSc degree / MSC in Agronomy, Developmental Studies, Livelihood Development and related disciplines

A background of agribusiness busses, economics, value chain

Good understanding in a project management, coffee development and natural resources management

 

Fluent written and spoken Afaan Oromo and English

 Speaking Amharic

Experience

Five years of work experience in area of coffee development, natural resources management

 

Two years project management experience preferably with NGOs

 

Practical experience of working with different consortium members

 

Experience of project planning, implementation and monitoring and evaluation

 

Skills & abilities

Has a relaxed and open working style, works well individually as well as in a team; reliable at all times; proactive and imaginative

 

Relationship building and management

Including private sectors

Network management and networking

 

Highly  literate and eloquent
