INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

 

OVERALL PURPOSE OF THE ROLE:

The Dimma-based Deputy Area Manager will work directly under the Area Manager, to support the overall implementation and strategic direction of the organization’s current and future projects in Dimma. The Deputy Area Manager will be the direct supervisor of the Protection Team Leader, the Protection Specialist and the Livelihoods team and regularly work with other program staff as well as support staff and will represent DRC in Dimma Woreda in the Area Manager’s absence. Furthermore, the Deputy Area Manager will be required to provide daily support and guidance to project cycle management, proposal development and program strategy. The Deputy Area Manager will ensure successful implementation of all protection and livelihoods activities and will work collaboratively with the Area Manager to monitor the operating context to ensure DRC’s programing is relevant and responsive to priority humanitarian needs. In this capacity, the Deputy Area Manager is also responsible for working closely with the Area Manager to represent DRC at the site level, including in coordination fora, with other agencies and with ARRA, and for providing the direct link in communications between DRC’s Dimma field offices and the organization’s Addis Ababa office. Finally, it is essential that the Deputy Area Manager collaborates with the Area Manager to provide safety and security management of the Dimma-based team and ensures all safety and security measures, including contingency plans and standard operating procedures, are in place and well understood by all staff.

RESPONSIBILITIES AND TASKS

  • Lead DRC’s protection programming in Dimma and provide daily support, monitoring and technical guidance to protection program implementation and to project cycle management, proposal development and program strategy.
  • Support consistent integration of a rights-based approach, humanitarian standards and protection mainstreaming into all DRC’s program activities.
  • Recruit and develop an effective, multi-disciplined protection team and livelihoods team, while ensuring cohesiveness and positive teamwork, knowledge of core protection concepts and full compliance of DRC’s code of conduct, while actively identifying opportunities to strengthen capacities of staff.
  • Contribute to the overall strategic direction and programming for DRC’s field operations in Dimma, including co-leading humanitarian analyses and the development of project proposals.
  • Support the supervision and implementation of DRC’s project portfolio in Dimma targeting refugee, IDP and host communities, contributing to or leading regular programmatic and budgetary reviews and implementation, staffing and procurement planning.
  • Contribute to the improvement of site-level systems and procedures and ensure compliance by all staff with DRC policies. This includes coordinating the development and regular review of work, procurement and spending plans in line with rigorous project management standards.
  • Represent DRC publicly at the woreda level and site level, including in coordination fora, with other agencies and with ARRA, and for providing the direct link in communications between DRC’s Dimma field office and the Addis Ababa office.
  • Coordinate with the Area Manager to provide site-level leadership in ensuring safety, security and wellbeing of all staff.
  • Maintain a budget overview of the protection and livelihoods activities, staffing and procurement, and collaborate closely with the Area Manager and Addis Ababa based finance team to monitor spending and ensure the timely utilization of all grants.
  • Support site-level recruitment processes and ensure that relevant staffing structures are in place and are reflective of appropriate gender balance.
  • Ensure full compliance with DRC and donor financial guidelines and policies.
  • Collaborate with the Area Manager and programme staff to ensure field based records and files are well managed and site level programme assets and stock are well managed.

Job Requirements

Experience and Technical Competencies: (include years of experience)

  • Graduate degree in law, social sciences, education, international development, or other relevant field.
  • Minimum of 8 years of work experience, working for an international NGO, UN agency or relevant ministry or local authority.
  • Minimum of 5 years’ experience in general project management, managing budgets and activity implementation, and drafting reports and analyses.
  • Technical knowledge on protection and with protection programming.
  • Minimum 4 years’ experience managing staff, preferably at senior level.
  • Demonstrated experience working in emergency settings and working with refugees/forced displacement settings is mandatory.
  • International work experience working on issues relating to refugees and/or humanitarian emergencies is an asset.
  • Excellent analytical and writing skills.
  • Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain attention to detail.
  • Commitment to learning and implementing organizational policies and procedures.
  • Ability to work as a member of a team essential
  • Full proficiency in Microsoft Office.

Education:

Graduate degree in law, social sciences, education, international development, or other relevant field degree in from a recognized institution

LANGUAGES:

Excellent verbal and written proficiency in Amharic and English.
