1. Overall Responsibilities
S/he is mainly responsible for preparing vouchers, preliminary review of documents supporting vouchers and proper maintenance of accounting records.
2. Functional Responsibilities
I. Preparing Vouchers
§ Organize documents submitted to the finance department and get them ready for further processing.
§ Make preliminary review of documents requesting payments and settlement for completeness, accuracy and compliance with sound Accounting Practices, Project HOPE’s policy, USAID Rules and Regulations, and Ethiopian Tax Laws.
§ Prepare Payment Vouchers (PV) for all request. Submit for review by Accountant/SFO and approval by COP/CD or delegate
§ Prepare Journal Vouchers for transactions that result into >= Birr “0” cash receipts.
§ Classifies and codes assigned financial and accounting documents and records.
II. Accounting Files/Records Keeping
§ Maintain complete and up-to-date physical files and electronic files for accounting records ready for audit at all times.
§ Follow up the regular scanning of accounting files and submit to Accountant for upload on project HOPE share file of Head office
§ Put PIAD stamp for all paid vouchers with reference number
§ Monitor the movement and return of accounting files with employees
§ Keep proper and safe documentation of accounting files, in a secured place with limited access from other staff not working directly in the Accounting team
III. Perform other duties that may be assigned
§ End of assignment report
§ Presentations/Reports/Letters or any other activities as assigned by Accountant from time to time
§ Service delivery as per functional responsibilities
§ Educational Qualification:
o BA degree in Accounting, Finance and related fields
§ Knowledge and Skill:
o Strong interpersonal and managerial skills
o Good communication and decision making skills
o Working and decision making capability under stressed conditions
o At least 5 years practical experience in INGO’s, with knowledge of USAID Rules and Regulations.
§ Language proficiency: English and Amharic (Reading, Writing and Speaking)
