We are looking for a GIS Analyst & DHIS2 Advisor to provide technical support in the digitization of the M&E system within PSI Ethiopia by conducting regular analysis of spatial data through mapping software and designing digital maps with geographical data and various other data sets from the Data sets captured in PSI DHIS2 system and any other data base that PSI Ethiopia will have.

Main Duties and Responsibilities:

  • Support system development for DHIS2, including configurations that permit geospatial analytics in DHIS2, syncing with electronic data collection tools, development of analytics, dashboards and reports, setting up security and user roles.
  • Assist the development of community data capturing systems to have geospatial capabilities
  • Recommend and support the deployment of appropriate mapping software as part of the PSI Ethiopia MIS toolkit.
  • Create, maintain, and improve data visualizations using different technological formats, such as ArcGIS, QGIS, or other similar software.
  • Facilitate training of relevant FMOH and RHBs staff on data access and use in DHIS2 and other data systems.
  • Build in-country capacity in data visualization and data use for decision using DHIS2 and other data systems such as configuration and development.
  • Support and/or lead capacity-building activities for implementing partners on GIS tools, data management strategies, and other data-related activities (if necessary)
  • Analyze spatial data through the use of mapping software.
  • Discover patterns and trends through spatial mapping of data.
  • Design digital maps with geographic data and other data sources.
  • Create "shapefiles" to merge topographical data with external data by layering external data over a topographical map.
  • Produce reports on geographic data utilizing data visualizations.
  • Lead deployment and training for innovative electronic data capture systems and protocols, including technical management of outsourcing for database and smart-phone application design, as appropriate.
  • Provide technical support to the MOH around the national information revolution agenda as needed.
  • Provide help-desk support by responding to and resolving technical glitches for program M & E staff within the required timelines.
  • Track data quality problems in DHIS2 reporting and work with program M&E staff in prioritizing areas to conduct data quality assurance.
  • Ensure all data elements and indicators are configured correctly on DHIS2; data is timely entered in to DHIS2 for all projects and programs.
  • Conduct and support regular Data Quality Audits and to address weaknesses identified in the use of DHIS2 database and electronic data collection systems.
  • Review data collection and data capturing tools to identify potential data integrity weaknesses and develop validation rules to address them.
  • Work closely with the M&E team across projects and programs to understand their data need and provide the required data on a timely basis for reporting.
  • Lead the design of data quality assurance and quality improvement tools and checklists.
  • Excellent data management skills and experience working with datasets in multiple formats including shapefile, geodatabase, and CSV. and have a skills in DHIS2 with experience in integration of databases and migration of data into DHIS2.
  • Ability to work in a team environment but also able to work independently and to manage various projects daily with minimal supervision.
  • Ability to produce high-quality work under deadlines.
  • Familiarity with international development projects. USAID funded project experience preferred.
  • Good understanding of how public health service functions.

Job Requirements

Background

Qualification and Experience:

  • Master’s degree in Computer Science, Information Technology, Informatics, or a related field with six (6) years of demonstrated experience

OR

Bachelor’s degree in Computer Science, Information Technology, Informatics or a related field with seven (7) years of demonstrated experience

  • Experience with mapping tools such as QGIS and ArcGIS.
  • Demonstrated experience in DHIS2, PostgreSQL, MySQL or other relational databases.
  • Knowledge of database programming languages such as SQL, R, or Python is preferable but not mandatory
  • Proficient in MS office applications and advanced database management tools
  • Proficient in English and Amharic languages, both written and verbal communication
