Purpose of the position:
The GtN WASH Manager is responsible for the overall management, technical direction, and administration to ensure project success. This includes the acquisition and supervision of the project’s financial and human resources. The WASH Manager ensures the quality and timeliness of all project deliverables. S/he will be responsible for ensuring effective coordination of project activities with those of relevant GOE ministries, international organizations, and other USAID funded WASH activities.
Major Responsibilities
· Manage proactive and responsive relationships with grant donors in close collaboration with World Vision National Office staff. |
· Direct and oversee grant implementation, ensuring that all strategic objectives are met through proper design, staffing, implementation, and quality assurance. |
· Supervise a team of senior and Junior Level Engineers and Ensure proper technical capacity of staff to manage complex donor-funded projects. |
· Establish and maintain effective project reporting, evaluation, and communication systems. Submit timely accurate and professional reports that meet donor requirements. |
· Manage grant/project budget within approved spending levels and ensure accurate and timely financial reports to donors and SO staff. |
· Ensure grant/project expenses are reasonable, allocated as per assigned budget, prudent and spent in accordance with donor rules and regulations to ensure low-risk audits. |
· Liaise with local government officials, local communities, donor representatives and other stakeholders as appropriate. |
· Consistently look for more effective and efficient implementation methods and opportunities to increase impact. |
· Escalate grant management issues early and openly; resolve grant management issues quickly and fully. |
· Manage proactive and responsive relationships with grant donors in close collaboration with World Vision National Office staff. |
Job Requirements
Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience, or on-the-job training:
· Qualification required: M.Sc/Bsc degree in Hydraulics, Water Resource, Environmental Health, and other related fields.
· Minimum of 9 years of experience in the WASH sector, responsible for technical leadership and administrative oversight of the program, and will serve as the principal institutional liaison to SCI and local government entities. Will have overall responsibility for coordination of all project activities and staff technical oversight
· Serve as a representative of the project and will be responsible for the activities and all long-term and short-term personnel under this grant
· Liaise with counterparts from other agencies and organizations to coordinate activities and report out on results and or implementation challenges.
· Prior experience in the Ethiopian WASH sector desirable, preferably including experience with national-level coordination under the One WASH Program.
Working Environment / Conditions:
· Work environment: Office-based with frequent travel to the field where disasters strike and sometimes to conflict areas and under stress conditions
· Travel: 75% Domestic travel is required.
· On call: 25%
