Job Description

  • Provide leadership in designing, implementing and monitoring sound emergency and recovery livelihood project activities in Plan targeted districts as per the agreed project documents and work plan including income-generating activities, CTP and the provision of livestock and seed inputs;

  • Coordinate and lead livelihood & recovery projects during planning, budget preparation, implementation, M&E and timely reporting ensuring quality and standards through enhanced partnership with government and non-government partners zonal, woreda and local levels and also civic organizations including CBOs;

  • Contribute to building the technical capacity of Plan project field staffs, government counterparts and community volunteers in the area of livelihood support, resilience building and food security;

  • Provide technical support and guidance through field visits to the woreda-based Plan project staff in the areas of livelihood and agricultural support.

  • Organize training for field staff of Plan and partners to build core skills in livelihood concept, recovery and resilience building;

  • Actively participate in rapid assessments and provide input in designing of concept notes and project proposal in areas of emergency response, livelihoods recovery and food security; 

  • Ensure that livelihood project activities are technically sound and are aligned with donor and Plan Principles;

  • Coordinate activities and consult with appropriate local government officials to enhance implementation and impact of livelihood activities as well as ensure compliance with Government’s requirements;

  • Facilitate preparation of project reports in the area of livelihood activities in a timely manner;

  • Comply with all relevant Plan and procedures with respect to child protection, health and safety, security, equal opportunities and other relevant policies.

  • Ensure effective communication and information sharing on emergency livelihood programming within Plan PA, targeted districts and CO;

  • Manage local community facilitators in community-focused work ensuring a participatory approach.

  • Ensure mainstreaming of cross cutting issues mainly gender, environment, HIV&AIDS and disability in emergency responses and livelihoods project design and implementation.

  • Participate in zonal and woreda level DRM Technical Working Group and other livelihood focused networks as required and ensure effective information sharing and flow within PIE;

  •  Review and submit project progress and final/terminal reports to PC and livelihoods specialist for further review and input.

  • Build capacity of staff, communities, and partners to ensure effective participation of children, families, communities and stakeholders in livelihood project activities

  • Manage local community facilitators in community-focused work ensuring a participatory approach.

  • Provide technical support and guidance through field visits to the woreda-based Plan project staff in  the areas of livelihood and agricultural support.

  • Documentation and sharing of project related lessons learnt and good practices to PC, PA and CO relevant staffs;

  • Comply with all relevant Plan and procedures with respect to child protection, health and safety, security, equal opportunities and other relevant policies.

     

Contributed to the preparation of  quality project reports in the area of livelihood activities in a timely manner

  • Livelihood recovery activities are effectively implemented, monitored, evaluated and reported

  • Contributed to the preparation of  quality project reports in the area of livelihood activities in a timely manner

  • Weekly, monthly, quarterly and annual reports are prepared, submitted and documented

  • Experience sharing reports, field visits and other lesson learnt are compiled and documented

  • Ensure effective and efficient utilization of project budget and assets in line with the annual plan

Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures. 

Job Requirements

  Essential

  • BSc degree in Agricultural Economics, Rural Development, Agronomy, or other related fields with 3 years of working experience in areas of emergency response.
  • Experience in sustainable rural poverty reduction projects;

  • Experience in innovative livelihood approaches;

  • Experience in emergency operations and recovery projects;

  • Experience in carrying out vulnerability assessments using participatory tools;

  • Ability to work with policy as well as community level livelihood actors;

  • Ability to coordinate a holistic integrated rural livelihood emergency projects;

  • Experience in concept note, proposal and report preparations.

  • Experience in working in livelihood recovery/emergency situations

  • Excellent verbal and written communication skills; both in English & Afan Oromo.
  • Desirable

  • Experience on pastoral community in particular in emergency project is an advantageous.
  • Ability to organize own work and work independently
  • Promotes high performance 
  • Innovativeness and promote institutional learning
  • Communicates effectively
  • Credible about his/her performance
