Job Description



CHAI Ethiopia carries out a wide range of programs to support the Ministry of Health of Ethiopia in improving the health status of the country by ensuring access and quality of health services. We are committed to increasing our effectiveness through an innovative programming approach that optimizes quality, impact and scale. One the largest CHAI field offices worldwide, CHAI Ethiopia currently employs over 126 staff working in the following programs: Non-Communicable Diseases (NCDs), Maternal and Newborn Health (MNH), HIV Access, Lab Services, Vaccines , Child Survival/Essential Medicine program, and Health Financing.

In collaboration with Government of Ethiopia, CHAI has been implementing an Essential Medicine/ Child Survival since 2015 to address key drivers of child mortality with a focus on improving access to live saving commodities through addressing supply chain barriers. The program has addressed the challenges based on priority services delivery areas of Child Health through optimization of procurement and the overall supply chain management of essential child health commodities with remarkable achievements. Along with scoping in further strengthening and redesigning of Pharmaceutical and Medical Devices Management Sector for transformed and sustained Essential Medicines availability, the Essential Medicine program has continued to support MOH to improve access to medical oxygen focused on system strengthening for the current COVID-19 management and beyond.

To realize the aforementioned objectives and for a number of outstanding manuscripts publication follow up and support from previous program, the Essential Medicine Program is looking for a proactive and experienced professional with mixed business and health background, profound experience in business case development/project costing/financial analysis, risk analysis with mitigation plan, synthesizing project proposal from live problems in health programs and preparation of  project close out reports. Furthermore, the position is requires robust  monitoring of routine program activities and use of analytical skills to respond to special support requests from government partners.


The position requires you to work in fast paced environment often with also will require you to work with short deadlines.



Under the technical guidance of the Essential Medicine/Child Survival senior/program manager, the position holder will be responsible for advanced technical support to  the Essential Medicine Program in overall M&E support , developing of project proposals, project costing/financial analysis, risk analysis, data analysis and use for timely decision, publication of different manuscripts, coordination for development of phase two oxygen road map with implementation plan, timely development of weekly, monthly, quarterly, semi-annual and annual project plans and reports, and support any assigned related works as required..



The professional in this position will be responsible for leading all aspects of M&E for the program team:  planning, monitoring, reporting, evaluation, and knowledge management as needed.  The major roles and responsibilities including but not limited to the following:

·       On the basis of the program requirements and needs, support development of program plans, Theory of Change and M&E log frames

·       Guide the EM team with the development of weekly, monthly, quarterly, semi-annual, and annual plans

·       Develop monitoring and evaluation tools (to support data collection, analysis etc.).

·       Work with regional teams to conduct continuous performance monitoring by ensuring that data is collected routinely and reported on time and that data quality is maintained

·       Conduct data analysis, interpretation, and reporting of results of activities during the program implementation.

·       Providing necessary information for timely preparation of donor reports and contribute to donor report writing as required.

·       Assist with baseline, midterm and endline assessments (planning, support implementation, data analysis and report write-up)) and evaluation studies in collaboration with the team

·       Conduct site visits to assess program implementation to identify bottlenecks and solutions and assess data quality

·       Work with program team to identify and document best practices (case studies, end of projects etc.) which can be shared with other CHAI offices and partners

·       Provide technical support to EM Program in business case development for sound project proposal, project costing analysis and risk analysis with mitigation plan.

·       Technical support to EM in converting project proposal to workable implementation plan with M&E framework 

·       Provide technical support/coordination role in phase II oxygen road map and implementation plan development

·       Support MOH and key stakeholders to strengthen the national TWG by working to guide the assigned team in developing a TOR, work plan, high level meeting plan involving key decision makers and documentation of the process

·       Work closely with CHAI Ethiopia M&E team and CHAI Global Essential Medicines M&E team for best experience and regular knowledge sharing events organizing to program team.

·       Support regional team weekly program check in action point identification and regular follow up for implementation

·       Other activities as assigned by supervisor

Job Requirements


  • The applicant should have a master’s degree in public health, business, statistic and/or analytics and at least 10 years of relevant work experience in which six are within an NGO environment. Experience in health and/or supply chain management is advantageous   
  • Proven experience in monitoring & evaluation

·        Proactive and experienced in program planning, regular performance monitoring and evaluation with timely corrective action

·        Knowledge of MS Excel, MS Access, STATA, SPSS, EPI Info and mapping software such as, Health mapper, ARCGIS, or QGIS.

  • Practical experience in working with government offices/ministry of health administrative structure and implementing partners
  • Skills and knowledge on application of all components of data management framework (data governance, data architecture, data quality, data analytics, data lifecycle, etc.), data analysis using advanced software.
  • Experience writing reports that are of standard and high quality; and a Proven ability developing and publishing of manuscripts journals
  • Extensive experience in business case development/project costing/cost analysis, project proposal development and risk analysis with mitigation plan
  • Excellent interpersonal communication (both written and verbal); motivation and creativity skills.

·        Computer literacy in all the Microsoft office applications, advanced software and internet literacy are required.

  • Ability to multitask and work under high pressure and tight deadlines.
  • Willingness to travel to project sites as necessary.
  • Experience working with multicultural teams and on complex projects.
