MSF Holland is looking for :      MISSION  SPECIALIZED ACTIVITY MANAGER

-          Starting gross salary/month: 60,578.00 ETB

-          Medical Coverage : as per organizational scale

Main Purpose

 

Ensuring the proper functioning and coordination of a (para) medical activity in the Mission (Mental health, Patient Support, Health Promotion, etc.) and providing support to the Project Activity Managers, according to MSF’s protocols, standards and procedures in order  to ensure the delivery of quality medical care for patients and their communities and to improve the health condition of the population

 

Accountabilities

 

 

 

 

•       Coordinating, monitoring and evaluating the proper functioning of a medical or paramedical activity at mission level according to MSF protocols, standards and procedures, ensuring the implementation of the activity (education and counseling sessions, defaulter tracing, strengthening of support groups, linking with social actors, community awareness activities, etc.)

•       Participating  in the definition of strategies, protocols and activities of the mission and the projects for his/her activity by assessing mission needs according to the changing medical needs and context (including definition of log frame and budget) and developing tools (e.g. training materials, counseling and education protocols, flyers, flipcharts, games)

•       Monitoring and evaluating the activity at mission level by defining indicators, following  up tools and designing contingency plans in collaboration with the Project Activity Managers (if required)

•       Functionally supervising the Project Activity Managers concerned and providing technical support through regular project visits. Ensuring consistency and promotes cross-learning among the projects

•       Participating in close collaboration with the HR Department and with Project Activity Managers, in the associated HR processes for staff involved in his/her activity (recruitment, training/induction, evaluation, detection of potential, development and internal communication) in order to ensure having the appropriate team in terms of size, capabilities and skills

•       Supporting  the HoM and Medco in representing MSF before the Ministry of Health and other (inter)national partners for any issue concerning the area of responsibility such as national roll-out of area strategies and lobbying for adequate human resources

•       Compiling and analysing the data coming from the projects in order to contribute to the mission’s reporting.  Documenting lessons learned on activities and operational research in this field




 

 

 

MSF Section/Context Specific Accountabilities

 

Data  and HIS system management

·         Managing data systems (HIS/DHIS) and ensuring accurate, high quality databases; analysing results and preparing regular written reports on progress and findings for medical coordinator/HQ and when appropriate to external collaborators/networks (MoH, other NGOs, etc.)

·         With the support of the head quarter HIS team, creating, reviewing and adapting data collection tools according to the project indicators, and coordinating the development, implementation and follow up of Standard Operating Procedures (SOPs) for documentation. Developing and implementing data quality assurance methods to ensure good performance of the activities and reliability of the information, treating with respect and confidentiality all patient information

·         Providing technical support to the medical team and data entry staff in the implementation of routine data recording, collection and entry for the selected project indicators in clinics and/or hospitals and/or health centres. Organizing and implementing or providing technical support in the establishment of monitoring tools for new activities as initiated in the project.

·         On a monthly, quarterly or basis of request, implementing detail analysis of recorder data for key indicators for the project in order to facilitate the definition, redefinition or reorientation of project activity.

·         Managing and supervising the work of the data team personnel for quality assurance including identification of training needs and providing coaching for the staff on issues related to data

·         On monthly basis and in collaboration with the medical team, preparing and submitting summary reports on analysed data for both MoH and MSF and preparing and implementing MSF internal monthly or quarterly medical data presentation, including facilitation of team reflection and sharing of updates to promote team dynamism and reactivity

Research Support activity

·         Coordinating the execution of the research with partners ensuring compliance to MSF protocols.

·         Facilitate MSF- research protocols approval from national ERB and ethical clearance committee with national stakeholders including EPHI, universities and research institutes in Ethiopia

·         Providing training to and supervising the team that will participate in performing the research.

·         Reviewing data collection and undertaking analysis as appropriate, reporting on a regular basis to the functional referent about study progress and any relevant information for the mission/project. Writes a clear research report documenting the full methods and results and draws appropriate conclusions supported by the results. Where appropriate, participating in writing scientific papers.

·         Ensuring dissemination of findings to the community as described in the study protocol

Epidemological and Survilancve activity

·         Advising the MSF medical team on epidemiological matters that arise in the course of their activity research, and when necessary, designing and implementing epidemiological tools and data collection to meet new epidemiological needs.

·         Implementing and maintaining a surveillance system to monitor epidemiological trends of relevant outbreak-prone diseases. Guiding activities of medical staff for surveillance and/or active case finding, including ensuring understanding of the need for consistent case definitions and data recording (briefing of all new staff)

·         Carrying out key epidemiological activities in outbreak investigation (description including time, place, people with emphasis on mapping when it is needed) and advising on the operational response

·          Supervising data filing procedures, ensuring that all epidemiology software tools are properly used and are updated regularly, in order to ensure full data traceability and availability.

·         Providing training sessions to medical teams on relevant aspects of epidemiology to enhance team response capacity

·         Preparing and adapting routine documentation (survey forms, training materials, letters of request/notification, locally appropriate consent forms etc.) with support of HQ epidemiologist.

EPREP activities

·         In close collaboration with MedCo, Deputy MedCo and Medical team leaders, regularly updates biannually EPREP scenarios for each MSF-OCA project.

·         Actively collaborate with the teams to respond to Medical and /or humanitarian emergencies that happening to the projects frequently.

·         Facilitates EPREP trainings to health and nutrition staffs of MSF-OCA

·         Monitoring and Implementing initial Assessment (for emergency), rapid health assessments and (baseline or follow-up) surveys. Where standard protocols are not available or appropriate, developing a protocol seeking extensive feedback and pilot testing of tools to ensure the objectives will be met robustly with support of HQ epidemiologist.

Representation and communications

·         To provide medical/nutrition representation for MSF as required by MedCo to Ministry of Health, Regional Health Bureau, Emergency Nutrition Coordination Units, Food Security Sections of the government structures and nutrition-related consultants and relevant stakeholders, in order to impart MSF best practices

·         Actively establishes and maintains good relationships with other actors (NGOs, government institutions, research institutions) working in health and nutrition

·         Proactively participates in the development of new, revised and extended national nutrition strategies, guidelines and protocols

·         To identify medical humanitarian issues and ensure advocacy on medical or humanitarian / protection needs

·         To temporally replace/gap fill project medical referent medical activity manger as required 

 

 

 

 

 

 

 

 

 

 

Job Requirements

Education

·          Medical Doctor or equivalent in a related allied health field

·          BSc (or Masters) in Public Health, Biostatics, epidemiology   training or experience in tropical medicine and/or public health with valid Professional Practicing License

Experience

·          Experience in assessment and emergency response 

·          Experience working as operational researcher, data manger and knowledge of HIS/ DHIS2.

·          Good communication  and  report writing skill

·          Minimum 4 years post qualification work experience, and minimum 2 year management experience of health programs with INGOs preferably in MSF

·          Practical experience in conducting surveys like nutrition survey and others

·          Ability or supervise and train (especially in appropriate data collection and analysis) expatriate and national staff

·          Ability to work in remote, rural environments characterized by harsh weather and volatile security conditions
