Good nutrition in the first 1000 days, from pregnancy to two years of age is the foundation for healthy and productive life. Ethiopia has made nutrition through 1000 days among its nutrition flagship program where good progress is reported in reducing child malnutrition. Example is the reduced child malnutrition reflected by decreased stunting rates from 58 per cent to 38 per cent over the past 15 years through a concerted multi-sectoral effort. To accelerate this promising progress, Ethiopia made an ambitious new declaration that envisions ending child undernutrition by 2030, named the ‘Seqota’ declaration. Recently the Food and Nutrition Policy was launched which will guide and facilitate collective action to improve nutrition service delivery through multisectoral approach. Alive & Thrive (A&T) will support the establishment of the regional Food and Nutrition Coordination Office in four regions (Afar, Somali, Oromia and SNNPR) for which these posts are advertised for.
The Monitoring, Evaluation and Learning Specialist is responsible for providing MLE technical and program input through coordination, collaboration, and participation for the operationalization of the Food and Nutrition Policy/National Nutrition Program (NNP). In addition, the MEL Specialist will collaborate and provide technical assistance on the routine program monitoring, tracking and reporting on the implementation of program activities of the regional health bureaus, partners and stakeholders.
The MEL Specialist will also build the capacity of regional and zonal officers working in nutrition on the accurate use of monitoring data, providing ongoing coaching/support through regular site monitoring visits, and ensure quality control and problem solving as needed. This position will provide strategic technical and program MEL and quality assurance and will take a lead in documenting and disseminating lessons learned from Regional Food and Nutrition Coordination Office at regional and national forums.
The MEL Specialist will be based in RHB and work with the nutrition case team based on the region context, and the Nutrition Officer with functional responsibility to the Senior Program Manager of the Alive and Thrive Ethiopia based in the RHB.
ESSENTIAL JOB FUNCTIONS/ROLES AND RESPONSIBILITIES
Summary of key functions: The Monitoring, Evaluation and learning (MEL) Specialist of the regional Food and Nutrition Coordination Office is responsible for providing MEL technical and program input through coordination, collaboration, and participation with NNP implementing sectors. Specifically, s/he will focus on achievement of the following key results:
1. Lead the Regional Food and Nutrition Coordination Office MEL Strategy Development, Implementation and Knowledge Management Modalities
· Review and revise in consultation with key stakeholders the MEL Plan for the Regional Food and Nutrition Coordination Office.
· Provide day-to-day MEL management support for the implementation of the Regional Food and Nutrition Coordination Office.
· Ensure development and execution of a routine multi-sector nutrition monitoring system, including process monitoring and annual outcome monitoring solutions for the food and nutrition Program;
· Lead development of tools to facilitate data use for decision making.
· Mentor and build the capacity of personnel responsible for MEL activities within the Regional Food and Nutrition coordination Office; in regions and zones.
· Support the Multi Sectoral Coordinator to conduct regular reviews to monitor progress against work plans, prepare progress reports and other relevant Program documentation, and highlight issues requiring corrective actions.
· Support regional and federal reporting against regional Food and Nutrition targets, indicators, milestones and activities.
· Provide technical assistance in the review of evidence related to Food and Nutrition.
· Oversee the collection, analysis and synthesis of evidence, data and management information to enable timely and effective decision-making and planning.
· Develop and support a robust knowledge management system for the regional Food and Nutrition Coordination office MEL deliverables.
2. Provide technical assistance to multisectoral MEL systems development
· Liaise directly with key stakeholders, regional Food and Nutrition Coordination including all NNP implementing sectors.
· Identify and leverage experiences on multi-sectoral coordination of nutrition data both within the region and national level.
· Provide on-going mentorship, support and technical assistance in developing multisectoral MEL systems and use of data.
· Share learnings from the regional Food and Nutrition interventions ( both nutrition sensitive and specific) on multi-sectoral MEL systems development.
· Develop a strategy for monitoring, evaluation and learning capacity assessment and capacity building to deepen multi-sectoral nutrition data use for decision making.
· Initiate and lead a regional Food and Nutrition community of practice that would encourage sharing of learnings and development of a learning culture across the sectors and partners involved in implementing multisectoral nutrition programming.
3. Ensure high-level coordination and engagement for MEL Program implementation
· Support the Multi Sectoral Coordinator to ensure that all Food and Nutrition Policy/NNP implementing sectors responsible for the different components are appraised of program progress through quarterly, biannual and annual review meetings and regular updates.
· Ensure the regional Food and Nutrition Coordination Office MEL plan complements and supports other initiatives and existing programs related to nutrition where appropriate.
· Serve as the point person for the regional Food and Nutrition Coordination office for all forums related to multisectoral nutrition MEL activities including technical working groups for NIPN and UNISE.
· Liaise with other ministries, development partners, initiative and other stakeholders to ensure all partners and other stakeholders are abreast of new and existing evidence relevant to the multisectoral nutrition response.
· Prepare MEL Plan for the Regional Food and Nutrition Coordination office.
· Development and execution of a routine multi-sector nutrition monitoring system, including process monitoring and annual outcome monitoring solutions for the Program.
· Capacity building for personnel responsible for MEL activities within the Regional/zonal Food and Nutrition coordination office.
· Documentation of review of progress against work plans, progress reports.
· Reports against regional Food and Nutrition targets, indicators, milestones and activities.
· Develop robust knowledge management system for the regional Food and Nutrition MEL deliverables.
· Prepare and share learnings from the regional Food and Nutrition interventions on multi-sectoral MEL systems development in appropriate forum.

REQUIRED QUALIFICATIONS AND SKILLS
· Master’s degree or equivalent within a relevant speciality; in public health, nutrition, monitoring and evaluation or related field, with emphasis on quantitative analysis .
· At least 7 years’ experience working in monitoring and evaluation or related work in public health, nutrition, agriculture, water, sanitation and hygiene.
· Proven subject matter expert with broad understanding of the nutrition space, including food security, agriculture, maternal and child health and nutrition (MCHN), Nutrition, water, sanitation and hygiene (WASH), social protection, education and broader development issues.
· Detailed understanding of the National Food and Nutrition program and related initiatives response to child undernutrition.
· Quantitative and qualitative data analysis skills desired, data interpretation and translation skills required.
· Excellent written and spoken English.
· Knowledge of culture and Somaligna language (both reading and writing) is required.
· Ability to think critically and analytically to draw sound conclusions based on evidence and data.
· Proven track record of building and maintaining strategic relationships, influencing complex processes, working in partnership is essential.
· Proven track record of designing, appraising and implementing M&E systems is highly desirable.
· Experience leading technical working groups and participating in M&E forums.
· Experience presenting and sharing research and evidence findings in a range of fora.
· Strong initiative and self-motivation required, with a commitment to teamwork and effectiveness within the RHB context.
· Ability to work effectively in a team consisting of people with different technical backgrounds and with varying levels of technical training and expertise.
