Job Description

Expertise France seeks to recruit a Program Coordinator, who will work closely with the relevant Ministry of Finance (MOF) and Public Enterprise Holding Administration (PEHA) counterparts to support the implementation, oversight and reporting on the program. While s/he has coordination and reporting responsibilities across the program, the Program Coordinator will focus on the second and third components of the program which are implemented by the Ethiopian government stakeholders. On the component 2 (SOE governance), the Program Coordinator will work closely with the SOE Technical Advisor based in Public Enterprise Holding Administration (PEHA). The Program Coordinator will be based in the Ministry of Finance as s/he is responsible for supporting the day-to-day activities related to MOF’s execution of components 2 and 3 and for ensuring a continuous dialogue between AFD and the MOF on economic reforms and AFD program implementation.


The Program Coordinator will have the following responsibilities:

  • Support MOF in the implementation of components 2 and 3 of the TA program (50% time)
  • Supporting coordination, oversight and technical and financial reporting of the broader TA program to AFD on behalf of Expertise France, especially after February 2023 (40% time)
  • Support program close and potential program design for the future (10% time)

Support MOF implementation of SOE governance reform and HGER implementation

  • Proactively support the MOF Office of Economic Reforms to implement activities within the program.
  • Support MOF’s management and oversight of contracts under ECOREF, including those within other line ministries and administrations (e.g. MOWE, Trade, Revenue, Plan, Capital Markets Authority)
  • Support MOF efforts to ensure knowledge sharing and capacity building of external contractors
  • Support delivery and measurement of results as laid out in the HGER program.
  • Facilitate delivery of expertise on SOE Governance, economic reforms best practice and other related areas.
  • Perform other related duties MoF Office of Economic
  • Reforms may assign.

Supporting coordination, oversight and reporting of ECOREF program

  • Perform quality control and coherence on deliverables across multiple workstreams.
  • Ensure the deliverables and reporting documents are provided on time, as per the TA management program and reporting guidelines (e.g. action plans, quarterly reports and annual reports).
  • Manage contracts and staff.
  • Report project results on a regular basis to AFD and Expertise France Headquarters.
  • Support MOF and PEHA in monitoring and evaluation efforts
  • Support necessary financial reporting on elements of the program implemented by MOF and PEHA.

Support program close and potential program design for the future

  • Develop and deliver necessary documentation for program close.
  • Develop options for follow-on technical assistance programming to deepen reforms in which current program has invested.
  • If needed and requested by AFD, and in liaison with AFD, coordinate with government counterparts and development partners to ensure continued cooperation and effectiveness across donor-funded programs and avoid duplication in current activities and potential future programming.

Project or Context Description

AFD (Agence Française de Développement) is France’s inclusive public development bank. It commits financing and technical assistance to projects that genuinely improve everyday life, both in developing and emerging countries and in the French overseas territories. In keeping with the United Nations Sustainable Development Goals, AFD works in many sectors — energy, healthcare, biodiversity, water, digital technology, professional training, among others — to assist with transitions towards a safer, more equitable, and more sustainable world: a world in common. Through its network of 85 field offices, AFD currently finances, monitors, and assists more than 2,500 development projects in 108 countries.

A subsidiary of the Agence Française de Développement Group (AFD Group), Expertise France is a public agency and the French interministerial actor in international technical cooperation. It designs and implements projects that sustainably strengthen public policies in developing and emerging countries, including in the areas of governance, security, climate, health, and education. It operates in key areas of development and contributes alongside its partners to the implementation of the Sustainable Development Goals (SDGs).

AFD has approved in May 2019 and signed in Addis Ababa in June 2019 agreements related to a budget support operation for the Federal and Democratic Republic of Ethiopia to support activities in areas related to economic reforms. The operation comprised a Public Policy Loan (PPL) and a Technical Assistance component (‘TA program’). The PPL almost entirely aligns with the World Bank Growth and Competitiveness Development Policy Financing approved in December 2018, including most related prior actions.

As such, the TA Program, which is partially implemented by Expertise France, the Technical Assistance arm of the AFD Group, has been designed to assist the Ministry of Finance (MOF) and the Public Enterprise Holding Administration (PEHA) in economic reform implementation, as well as the PPPDG and EEP for PPP development. Specifically, Expertise France, in close cooperation with the Government of Ethiopia, designed the TA support across three components to meet the following objectives:

The TA Program is composed of three (3) components:

  • Supporting Public Private Partnership (PPP) programs, including building capacity in policy and project structuring and oversight support to MOF’s PPP Directorate General.
  • Improving governance and operations of state-owned enterprise (SOE) reform through implementation support to the Public Enterprises Holding Administration (PEHA) and MOF.
  • Supporting the MOF in its implementation of the Homegrown Economic Reform (HGER) program.

The Program Coordinator is expected to be based in Addis Ababa, Ethiopia from September 2022 until January 2024.

Job Requirements


  • Minimum of 7 years’ professional work experience in program management.
  • Demonstrated international experience of at least 5 years on development projects, preferably in the area of economic reforms, public financial management, state-owned enterprise governance or related areas.
  • Experience with AFD and/or other donors, their financing structures and procurement, contracting, and reporting policies and procedures.
  • Experience in designing and developing programs.
  • Experience in monitoring and evaluation of programs.
  • Professional fluency in English (oral and written communication skills) required. French would be an advantage.
  • Professional fluency in Amharic required
