Job description Summary:   

Roving Senior Community Engagement Officer position is based in Terpham, with frequent travel to other refugee camps in Gambella. The incumbent reports to the GBV project manager on day-to-day community engagement activity implementation. She/he will be responsible in supporting GBV community engagement and women empowerment intervention in all refugee camps in Gambella. She/He will also support in GBV assessments/safety audit, capacity building and mentoring of GBV staffs, coordination with governmental actors and community structures, reporting and ensure logistical controls are implemented according to IMC protocols.

 RESPONSIBILITIES

Detail responsibility and Task

  • Support in designing community engagement models and implementation
  • Incorporating and strengthen community engagement and feedback mechanisms into GBV prevention and response activities.
  • Assist in the management of the Refugee community-based organizations, including refugee committee coordination
  • Mapping of community-based structures and ensure AGD consideration.
  • Effective refugee representation at the regional level that is strongly linked with regional community structures.
  • Plan, organize and implement capacity building trainings (peaceful coexistence, conflict resolution mechanisms…etc) at the community level.
  • Complete weekly reports on project activities, including good quality activity photos, documentation of feedback from community engagement sessions, and the proactive sharing of lessons learned.
  • Support community-based skill building and business trainings
  • Strengthen peace committee and peaceful co-existence efforts between refugee and host communities.
  • Ensure communities are aware of the available services through community structures

Human Resource Management & Capacity Building

  • In collaboration with GBV program manager and Deputy GBV program manager, design and monitor capacity building strategies for GBV staffs
  • Ensure staff support and debriefing processes are in place, and that staff safety planning is conducted and regularly updated;
  • Develop, implement and promote effective team communication techniques and systems, including regular senior staff meetings;

Coordination & Collaboration

  • Develop and maintain effective working relationships with all relevant stakeholders including Refugees and Returnees Services (RRS), UNHCR, Women’s, Children’s and Youth Affair, other partners and stakeholders
  • Mobilize stakeholders to participate in GBV coordination and risks mitigation meetings;
  • Collaborate with other IMC sectors and operations personnel to ensure that the program is properly supported and that all project-related operational activities are conducted according to IMC HR, Logistics, Finance and other policies and procedures;
  • In collaboration with the Gambella team, promote and represent the interests of the GBV program with regards to all relevant stakeholders;

Job Requirements

  • Bachelor’s degree in sociology, social work, psychology, Gender studies, Law or related experience.
  •   Have 4-5 year of experience in refugee/ humanitarian setting
  • Background in GBV, Human Rights and/or Protection.
  • Experience working in GBV programming, women empowerment, community engagement, peaceful co-existence and peace building, human right and protection.   
  •  Familiar with community mobilization approach and other behavioural change strategies, GBV guidelines, and standards.
  •  Experience in supervisory role and provision of training for stakeholders
  •   Previous experience living in a hardship environment.
  •  Excellent verbal and written proficiency in English is required; Knowledge of local language is strongly preferred; 
  •   Comfort in living and working in Terpham and on the roving base to other camps, including daily work in refugee camp.
