Chemonics International seeks experienced professionals for the USAID Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM in Ethiopia will serve as vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the country’s management of health supply chain and pharmacy service activities, and collaborate with key international stakeholders to support global and local health initiatives.

The project is currently seeking a qualified ‘ short term consultant for the preparation of a Drug Use Evaluation (DUE) Reports Compendium’ . S/he will be responsible to coordinate the design, preparation, and finalization of the DUE compendium of GHSC-PSM project in Ethiopia. S/he will also review abstracts/articles for individual DUE findings and synthesis reports by public health programs/task orders in a scientific way. S/he will hold discussions with original reporters, technical staffs of the project, as needed, to get additional information and receive feedbacks and comments. The consultant will be responsible in conducting literature reviews, guidelines, standards, and other materials to be used in the process of developing the compendium.  Please see the criteria below and the SOW for details information:

Short term Consultant for Compilation of Drug Use Evaluations (DUE)

USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project

Background

The purpose of the USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), President’s Malaria Initiative (PMI) and Population and Reproductive Health programs. In supporting the USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country’s strategies and priorities that fall under the following three project objectives:

  • Global commodity procurement and logistics
  • Systems strengthening technical assistance
  • Global and local collaboration to improve availability of health commodities

Purpose

The USAID GHSC-PSM project has been working to strengthen health facilities, regional health bureaus and Ministry of Health to conduct Drug Use Evaluations (DUE) and ensure rational drug use and proper supply chain management. As the findings of DUEs that were conducted in different facilities showed the interdependence of the supply chain management and the pharmaceutical services, GHSC-PSM has considered it as one of its priority health system strengthening interventions. GHSC-PSM supported DUE activities focusing on major public health program medicines and priority disease conditions. Currently, multiple DUE reports are available. To better communicate these reports with wider audience and facilitate knowledge and experience sharing, it is found necessary to develop a compendium/book of DUE reports and publish.

Therefore, GHSC-PSM Ethiopia Filed Office is currently seeking a qualified short-term consultant for designing and preparing a Drug Use Evaluation (DUE) compendium. The short termer will be responsible to coordinate the design, preparation, and finalization of the DUE reports as per minimum defined criteria. S/he will also review abstracts/articles for individual DUE findings and synthesis reports by public health programs/task orders in a scientific way. S/he will hold discussions with original reporters, technical staffs of the project, as needed, to get additional information and receive feedbacks and comments. The consultant will be responsible in conducting literature reviews, guidelines, standards, and other materials to be used in the process of developing the compendium. 

Principal Duties and Responsibilities

  • Conduct internal brainstorming discussions and build consensus on the design of the compendium to be developed-define minimum criteria for DUE reports to fulfil and be part of the collection.
  • Collect and organize all DUE reports and data systematically.
  • Conduct literature reviews from international and local source, guidelines, standards, and other materials to be used in the process of developing the Compendium.
  • Review and finalize individual DUE findings and synthesis reports prepared by public health programs/task orders as appropriate.
  • Prepare the DUE Compendium following the minimum criteria defined for each DUE report.
  • Hold meetings and discussions to collect feedbacks/comments by internal experts on the draft Compendium.
  • Finalize the draft compendium by incorporating feedbacks, inputs, and comments.
  • Submit weekly reports to the learning and innovation manager on progress of the work, and any challenges faced.
  • Maintain a good knowledge and understanding of all office rules, policies and procedures as set forth in the project policy manual.

  • Carry out additional responsibilities assigned from time to time by GHSC-PSM project management and learning and innovation manager or his/her designee in line with this consultancy. 

Level of Effort and Location

  • This short-term position will be based at GHSC-PSM Central GHSC-PSM office, Addis Ababa, Ethiopia  

Duration of assignment

  • The services are required from August 15 to September 23, 2022

Number of Positions: 02 position

Supervision

  • The short termer will report directly to the learning and innovation manager or his/her designee and closely works with the Clinical Pharmacy Advisor at GHSC-PSM in Ethiopia.

Job Requirements

Qualifications:

  • Bachelor’s degree in Pharmacy plus advanced degree in public health, pharmacy disciplines or supply chain.
  • Minimum of ten (10) years of relevant experience in health system strengthening including DTC, clinical pharmacy related activities
  • Significant technical experience in designing, conducting, writing manuscripts, and publishing operational research including cross-sectional assessments/drug use evaluations.
  • Experience in major public health programs and medicines in Ethiopia preferably related to HIV/AIDS, Malarial, FP, MNCH and TB health programs and medicines.
  • Experience in USAID supported projects preferrable.
  • Demonstrated ability to work with partners in implementing complex programs.
  • Skilled in actively working in high-performing teams and independently deliver result
  • Excellent in writing and editing scientific reports.
  • Excellent interpersonal and communications skills.
  • Fluency in English required.
