Job Description

The Social Advisor For Water Service works under the direct supervision of the Strategic Advisor for water service and the WASH coordinator.

Job Description:
Presentation of Inter Aide France (IAF) Water Supply Program:
  • IAF has been involved for more than 30 years in Ethiopia’s Rural Water Supply Program and has contributed to the construction of more than 1,500 water points serving around 450,000 users (over 90% of these water points are still functional today).  
  • IAF is today concentrating on 3 Zones (Kembata Tembaro Zone, Gamo Zone, and Wolaita Zone) of the SNNPs Region and Dawro Zone South-Western Region and aims to increase the number of functional water points. IAF supports community-based Water User Associations and Federations to construct durable infrastructures and to manage Operations and Maintenance /O&M/ for existing infrastructures in collaboration with Governmental Water Offices.
Main duties – under the direct supervision of Inter Aide France Strategic Advisor for water supply:

Supporting and monitoring for the realization of the Water User Associations Federation /WUAFs/ Strategy for Sustainable Water Services in Kembata Tembaro Zones of SNNPR: 
  • Ensure that IAF Staff and WWO experts (Project Officers /POs/, Project Officers’ Assistants/POAs/ and Social-Technical Supervisors /STS/) and the Government Water Office/Department/Bureau’s involved staff /Community Participation/ Mobilization Experts (CPEs/CPMs), Schemes Operation and Maintenance and Administration Heads, IAF Focal Persons and others have a clear understanding on the processes of realizing Federation Strategy    
  • Ensure that IAF staff and the involved governmental Water Office Staff provide quality support and monitoring for planning and accomplishment processes by Water User Associations Federations /WUAFs.
  • Check those annual objectives set by WUAFs are properly and timely supported by POAs, STS, and CPEs 
  • Check and strictly review and endorse alignment of monthly activity and visit plans of POAs/STS and CPEs to support WUAFs and accomplishment reports of the set targets achieved the minimum percentage and proper actions are taken on those who do not meet the targets/percentages
  • Prepare every-two-week action planning and reporting on the achievements done in the previous two weeks and present to the coordination office; document and share notes/minutes of such meetings 
  • Conduct regular visits with the team to point out the innovations and difficulties encountered in target Woreda (3 Woredas in Kembata-Tembaro Zone ) 
  • Participating in the elaboration and update of IAF Water Services Strategies

Follow up and support timely collection and proper financial management by WUAFs 

  • Monitor and support the level of collaboration between Inter Aide France Team and the Woreda Water Offices through specific MoU with regular field meetings including financial management monitoring for WUAFs
  • Facilitate financial management training for concerned members of WUAFs in collaboration with Woreda and Zone Finance/Cooperative Office/Department through Woreda/Zone Water Office/Department
  • In collaboration with concerned internal/external staff, ensure that internal audit committee members of WUAFs have received due training and discharging their internal control responsibilities properly   
  • Following that strategic plans elaborated with IAF and the WWO are well applied for financial management and overall management and leadership of WUAFs

Ensure timely diagnosis and maintenance of schemes 

  • Regular visits and evaluations of WUAF and Multi-Village water structures
  • Ensure that Water Agents are capable and conducting diagnosis and proper maintenance as well as taking appropriate actions such as cutting water supply to Water User Associations /WUAs/ that do not respect internal rules, mainly water service payment to WUAFs as per their tariff. 
WUAFs’ data entry, analyses, and performance reporting  
  • Ensure that annual objectives plans; monthly activity & visit plans and achievement reports of CPEs or IAF Staff with WUAFs are done and collected, scanned, and stored in the drive timely.
  • Conduct accomplishment data entry and analysis for each WUAF, Woreda, and Zone and present the results in tables and graphs for every quarter and present to the coordination team for discussions and making decisions 
  • Attend and participate in regular meetings between IAF and its partner GOs and NGOs to exchange experiences, lessons, and best experiences on the results of the water services activities and strategies
  • Ensure that reports and data transmitted by WWOs and WUAFs are delivered on time and accurately to the coordination office.
  • Supporting local stakeholders in the compilation and analyses of data regarding water services activities while ensuring good relationship building for the partnership 
  • Support the WWOs and IAF WASH Program Officers in analyzing the data and elaborating strategic planning 

Create a smooth working relationship with Internal Staff and External Stakeholders for Water Services
  • Ensure that good working relationship is in place with all internal staff and external stakeholders  
  • Develop propositions and relevant formats/guidelines/training to improve IAF WASH strategy and methodology based on the outcomes of meetings with stakeholders
Create linkages between technical and social components of the Water Supply Program
  • Facilitate the development of simply understandable tariff setting that WUAFs can apply to understand the investment cost of their schemes and the necessary cost recovery for O&M
  • Ensure that a performance-based contractual agreement is in place between WUAs and WUAFs and that WUAFs are delivering quality and timely services to water WUAs
Developing the Water Services Strategy 
  • The Social Advisor for Water Services should attend regular meetings with IAF and RCBDIA /local partner/ water services steering committee:
  • Presentation of the major outcomes and challenges encountered in the project sites
  • Prepare suggestions to improve IAF methodology concerning: operation and maintenance, WUAF and multi-village organization, relation with governmental stakeholders, and community empowerment.
  • From every new strategy decided by the steering committee, make sure that all the team is informed and applying any evolution of the strategy
  • Communicates and advocates governmental stakeholders to share IAF/RCBDIA strategy and innovations concerning WUAF and multi-village structures strengthening

Level: Medium Level

Type of Employment:  on a contract basis (one-year contract with a high possibility for extension upon meeting performance requirements)

Duty Station: Kembata Tembaro Zone Office with at frequent fieldwork

Qualifications and work experience requirements

  • BSc/MSc or BA/MA in Water Resources Management, Sociology, Development Economics, Social Anthropology, Water Supply, and Environmental Health or another related field but with relevant work experience.
  • With more than 4 years of work experience in the management of rural water supply programs; management of WASH Associations or WASH-related Programs
  • A combination of WASH and Social/Financial Management Sciences and Work Experiences is advantageous
  • With experience in collaborating with governmental, non-governmental partners and private organizations and communities

  Skills and interests required:

  • Fieldwork (meeting with IAF Team, Governmental stakeholders, Community, …)
  • Interest in water supply schemes management, operation, and maintenance
  • Good computer skills (Word, Excel, PowerPoint…) with good knowledge of data analyses
  • Strong social inclination (knowledge of community-based approach, training of community-based associations…)
  • Fluent in spoken and written English and Amharic
  • Knowledge of local languages ( Kambatigna) is a plus
  • Commitment to learning, to adapt to and apply IAF/RCBDIA developed standards
  • Commitment to transfer knowledge and skills to others
