Our team

The Programmes Team will ensure that the programmes make the proper shift, with the quality needed to ensure a proper achievement of the Ethiopia Oxfam Country Strategy. To work closely with Oxfam’s implementing partners in project target areas in Gambella by providing support in order to meet Oxfam standards and ensuring quality at each level within the project time frame.

Job purpose

To lead, manage and effectively deliver Oxfam’s overall WASH response to South Sudanese refugees in the Gambella region of Ethiopia. To provide high-quality technical support and quality control in management, design, implementation, monitoring, and evaluation of the Oxfam’s South Sudan Refugee response programme in Gambella; Maintain and improve established systems & structures required for the effective timely implementation of quality water, sanitation, and hygiene promotion component of the programme.

This role is responsible for managing/ supervising resources within defined boundaries or a specialist area, which includes people, assets, and budgets.Impacts directly on programme quality through professional advice to senior managers, technical support to WASH staff and programmes, and developing and implementing capacity-building initiatives.

Develops solutions to diverse and complex problems within organisational policy. Also, Develops effective networks within Oxfam and with appropriate external bodies. Integration within the team and with all sectors (water, sanitation, Hygiene promotion, gender, protection, and MEAL) to produce maximum benefit and impact; Maximises sharing of lessons learned.

Key responsibilities


  • Lead, manage and effectively deliver Oxfam’s overall WASH response to South Sudanese refugees in the Gambella region of Ethiopia.
  • Provide high-quality technical support and quality control in management, design, implementation, monitoring, and evaluation of the Oxfam’s South Sudan Refugee response programme in Gambella;
  • Maintain and improve established systems & structures required for the effective timely implementation of quality water, sanitation, and hygiene promotion component of the programme.
  • Ensure overall WASH response (design and implementation) strongly factor in gender, protection, and accessibility dimension and promote empowerment of women and men beneficiaries.

Technical Leadership

  • Technical assessment of the existing and new water infrastructures in the camps and provide recommendations and lead implementation for improvement.
  • Carry out innovative and inclusive design, BOQs & community-led the construction of durable sanitation and bathing facilities at household, community & institutions (e.g. schools, health posts, etc) level in consultation with the women & men beneficiaries, others partners; Consideration of context and cultural aspect and active engagement of beneficiaries will be key;
  • Carry out innovative and inclusive design, BOQs and community-led construction of a master plan for solid and liquid waste management in the target camps.
  • Ensure robust planning and implementation of community-based PHP strategies and interventions with strong gender and protection considerations.
  • To ensure effective integration of Public Health Engineering (PHE) and Public Health Promotion (PHP) in all WASH interventions.

Team Management and Capacity Building

  •   To lead and assist a team of national and international PHE and PHP professionals towards effective delivery of integrated WASH; this will include supporting recruitment, writing of job descriptions, work schedules, training plans, and appraisals.
  • Build the capacity of Oxfam staff and partners through mentoring and coaching, on-the-job supervision, and informal and formal training.  Contribute to the joint facilitation of inter-agency training initiatives where appropriate.
  • To design, plan, implement and monitor the work; accountability and transparency are addressed.

Programme learning and reporting

  • Monitor and report regularly on progress and ensure that programme indicators related to all public health activities are set, measured and used effectively
  • Act as focal point for liaison between the MEAL and WASH teams and ensure integration of MEAL into the WASH programme.
  • Document and disseminate good practice examples from programme development and implementation.

Coordination and representation

  • Represent Oxfam in technical coordination meetings such as the WASH Cluster, and with other technical agencies including government authorities, local, national and international NGOs, and UN agencies.
  • Share good practice examples from Oxfam WASH programmes both internally and externally such as at inter-agency coordination meetings and contribute to Oxfam’s influencing efforts.
  • Take full charge and responsibilities of managing Gambella office and overall programme in absence of Programme Manager.
  • Contributing to programme quality standards
  • Ensure that wherever possible an empowering approach to working with communities is employed.
  • Ensure that work aims to meet UNHCR and Sphere Standards and adheres to Oxfam’s emergency guidelines and protocols (Core Humanitarian Standards).
  • Ensure that all work is carried out in a way that is sensitive to community needs and gender, protection, and accessibility issues. In particular to promote the full and equal participation of women in all aspects of the work and to ensure that Oxfam’s Programme is an opportunity for peacebuilding, rather than community division.
  • Contribute to programme reviews and evaluations where appropriate.

  • Depending on the situation, the post holder may be asked to perform other tasks as requested by the Manager.

Job Requirements

Essential – Experience, Knowledge, Qualifications & Competencies


  • MSC/ BSc Degree in Civil or water engineering, Public Health, from a recognized university/college or an equivalent combination of education, training, and experience that can bring added value.
  • Minimum of 7+ years of solid practical experience as a WASH specialist with an excellent technical understanding and demonstrated experience on WASH and out of which 2-3 years of managerial experience.
  • Excellent technical skills and practical experience in preparing technical drawings, designs, BOQs, and estimates of water and sanitation infrastructure preferably in refugee / IDP camp settings.
  • Demonstrated experience in managing the WASH programme with budget and teams
  • Excellent understanding and demonstrated experience in implementing integrated PHE and PHP strategies and interventions.
  • Demonstrated experience of integrating gender, protection, and accessibility (inclusive) into emergency response programmes and longer-term strategies.
  • Demonstrated experience of working with UN clusters, local authorities,, and implementing INGO partners.
  • Excellent command of the English language; knowledge of the local language is an asset.
  • A proven record of mentoring and capacity building of teams and partners in complex contexts.
  • Diplomacy, tact, and administrative skills in order to work with people at all programme levels and with external organisations as needed.
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
  • Ability to work well under pressure and in response to changing needs.


  • Experience of working effectively within a large international agency including, in refugee response setting, previous experience with ECHO & UNHCR projects would be an added advantage
  • Skills and experience of using AUTO-CAD, WATER-GEMS, and other relevant software.
  • Good understanding of WASH programming in refugee response programming
  • Experience leading strategy development and implementation monitoring in collaboration with staff
  • Applicant with knowledge of the local language is preferable.
