IOM Ethiopia’s Migration Management Unit (MMU) works closely with the Government of Ethiopia (GoE) to improve migration management and governance including countering trafficking in persons (TiP) and smuggling of migrants (SoM) and promoting regular labour migration channels as well as the migration-development nexus. In response to the challenges posed by irregular migration, TiP and SoM, MMU implements programmes with a focus on migrant protection and assistance including assisted voluntary return and reintegration, voluntary humanitarian return, counter-trafficking, humanitarian assistance to migrants in situations of vulnerability.
Following a successful first phase which enabled the scale-up of the Ethiopian Community Conversation Programme (CCP), IOM has scaled up the CCP to influence migration decisions through tailored awareness raising on safe and regular migration practices and improved access to protection systems and viable alternatives to irregular migration by vulnerable migrants. The project will specifically aim to contribute to the efforts of the GoE to prevent unsafe migration by facilitating informed migration choices and alternatives to irregular migration. The project will be implemented in close partnership with the Ministry of Labour and Social Affairs and the Attorney General Office. In addition, while the overall coordination of the project will remain the responsibility of IOM, the project will also work with local research institutions as part of capacity building and knowledge retention.
In close collaboration with IOM Ethiopia, the Global Migration Data Analysis Centre (GMDAC) will conduct a rigorous quantitative impact study to assess the effects of the CCP on participants’ perceptions, attitudes, and behaviour. The study will apply appropriate experimental and quasi-experimental methods. Given the context of CCP, so-called matching approaches provide a suitable option. To support this work, we are looking for an Impact Evaluation officer.
GMDAC is responsible for providing all stakeholders with a better understanding of global migration data and is involved in a variety of tasks including data analysis and collection, support for IOM missions, capacity building for IOM member governments and knowledge management (communication). In this context, GMDAC is providing technical assistance to assess the effects of information campaigns using robust methods and data collection. IOM Ethiopia is implementing the Community Conversations Programme (CCP) to, among others, raise awareness of the risks of irregular migration and legal migration options through various programmes and in various countries.
Under the overall supervision of IOM Ethiopia Chief of Mission, direct supervision of the Programme Coordinator (Migration Management) and in close coordination of the GMDAC Impact evaluation coordinator, the successful applicant will be part of the evaluation team responsible for coordinating the implementation of evaluation and coordination of stakeholders, based in Addis Ababa.
Core Functions / Responsibilities:
- Facilitate liaison on the impact evaluation between IOM Ethiopia, IOM GMDAC, governmental and other relevant stakeholders.
- Support procurement and administrative processes regarding data collection or any other processes relation to implementation of the impact evaluation.
- Coordinate the timely implementation of the impact evaluation (including the planning: design and methodology including data collection plan, sampling, control group design).
- Draft Terms of References for survey companies and field teams/coordinators.
- Support the recruitment of field teams and Survey Companies and monitor their activities as well as conduct field missions to supervise collection of data.
- Supervise data collection, cleaning, analysis and quality control.
- Contribute to the design and plan and conduct field trainings to support the impact evaluation, and CCP monitoring. This includes preparation of training manuals for data collection, drafting training outcome reports and facilitating uptake of lessons learned into ongoing programming.
- Draft technical reports including the final evaluation report and support donor reporting.
- Support the mission’s monitoring and evaluation (M&E), project development and fundraising activities.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
• Master’s degree in Economics, Social Sciences, Statistics, Public Policy, Development Studies, or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
• Minimum 2 years of professional experience in relation to quantitative research, impact evaluation, M&E or related activities;
• Proven experience with experimental and quasi-experimental research methods for programme evaluation;
• Proven experience in implementation of quantitative evaluations in low-income settings using robust designs, including survey implementation, data analysis, project monitoring, and enumerator trainings; and,
• Experience in report writing.
• Strong conceptual and research/analytical skills with the ability to think strategically and rapidly analyse and integrate diverse information from varied sources into conclusion and recommendations;
• Proven ability to work in close collaboration with governmental, International Institutions, Organisations (UN, etc.) and non-governmental actors;
• Willingness to take personal responsibility and accountability for delivering results to internal and external clients;
• Advanced working knowledge of Stata and/or R as well as KOBO toolbox;
• Willingness to travel to and within developing countries;
• Excellent communication skills and high level of accountability;
• In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
• Knowledge of UN and bilateral donor programming;
• Knowledge of financial rules and regulations; and,
• Knowledge of International Public Sector Accounting Standards (IPSAS).
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage. Amharic will be an added advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
