The Danish Refugee Council (DRC) is leading an international consortium to deliver a £21 million programme to protect would-be migrants and refugees from unsafe irregular migration through and from the Amhara, Tigray and Somali regions of Ethiopia. The 4-year programme, funded by the Department for International Development, UK Aid (DFID) will address barriers to reducing unsafe irregular migration from and through Ethiopia. The programme is anticipated to be innovative, cross-sectoral and solutions-oriented with strong emphasis on research, learning and adaptive management.
RESPONSIBILITIES AND TASKS
Support the Livelihoods Manager to identify and build partnerships with private sector actors to link refugee produced outputs to broader markets and facilitate employment opportunities for refugee youth out of camp.
In collaboration with the manager and technical experts, lead in the creation of relevant assessment tools that contribute to the design of relevant pilot activities.
Research trends in livelihood programming and methodologies and provide technical inputs towards implementation of pilot activities under the DFID programme to ensure relevance with contemporary best practice on livelihoods with acute awareness of issues related to protection, gender, age and diversity.
Work with the manager and project staff to develop relevant guidelines, modules, IEC materials that support the implementation of pilot activities and enhance outreach to the target population.
Create technical tools that improve monitoring and evaluation of pilot activities at the field level, working with relevant MEAL staff to support monitoring, documentation and reporting of activities against relevant indicators.
Support regular reporting for both internal and donor purposes is completed to a high standard and in a timely manner. This will include providing internal reports supported by key evidence.
Develop and maintain working relationships with DFID and UK representatives, and key stakeholders, including community members and representatives, local government authorities, ARRA, UN agencies, and other stakeholders.

5years of experience working on market based livelihoods with experience working for an international organization or relevant authority.
Experience in implementing innovative and youth focused livelihoods/job creation activities, or pilot initiatives. Strong analytical and practical skills in conducting needs assessments, baseline surveys, progress monitoring and project evaluation.
Commitment to learning and implementing organizational policies and procedures.
- Advanced degree in Business Administration, Economics, Development Studies, or relevant field from a recognized institution
- Excellent English skills both spoken and written. Knowledge of Tigrigna, an advantage.
