Job Description

The Save the Children Fund, commonly known as Save the Children, is an international non-governmental organisation that promotes children’s rights, provides relief and helps support children in developing countries.


Effectively coordinate, collaborate and provide support to Humanitarian Director on the Humanitarian relevant resourcing, promotion, fundraising, representing at national and local level, networking, programming and programme-operations’ relevant backstopping support to longer-term and ‘nexus’ humanitarian programmes and resilience building work across the country, as well as backstopping and coordination support to emergency response delivery in Ethiopia.

The role is a key business partner, liaison and a Humanitarian Team focal point to coordinate and collaborate across the CO departments, teams and functions, as well as to lead on the backstopping support through the Ethiopia CO decentralized operations’ management systems and structures, by providing a close backstopping support to the Core Humanitarian Team (Area and Field Offices), collaboration, representation and liaison with relevant CO departments and functions, as well as in liaison with other internal and external key stakeholders.

To serve as a lead and support to the CO’s Humanitarian team and the Core Humanitarian Team in fulfilling its full-spectrum role in resourcing for and supporting delivery of the Humanitarian Action at the country, area and field office level.

Dotted-line collaborative relationship:  CO Director Programme Implementation

Dimensions:  The role encompasses Humanitarian resourcing, representing, networking, programming and programme-operations’ relevant backstopping support to longer-term and ‘nexus’ humanitarian programmes and resilience building work across the country, as well as backstopping and coordination support to emergency response delivery in Ethiopia, through the Ethiopia CO decentralized operations’ management systems and structures, by providing a close backstopping support to the Core Humanitarian Team (Area and Field Offices), collaboration, representation and liaison with relevant CO departments and functions, as well as in liaison with other internal and external key stakeholders.

No substantial budget-holding responsibility is envisioned for the role except for the delegated budget-holding of the Humanitarian Fund flexible allocations, however, depending on what position is held during gaps or at the beginning of new initiatives or pilot projects – budget holding responsibility may vary.

Staff directly reporting to this post:  Humanitarian Coordinator

Budget-holding responsibility:  Delegated/ budget-holder for flexible internal funding (HF) as/when assigned/required.


Lead backstopping support in oversight, developing, resourcing and delivery of Humanitarian and Response programmes

  • Maintain close follow-up on the Humanitarian and Response needs and programming delivery across Ethiopia, in order to effectively develop approaches, provide support, guidance, liaison and to backstop the Ethiopia CO Core Humanitarian Team (Area and Field offices) in delivering humanitarian programming and emergency responses.
  • Maintain overview of humanitarian needs, trends and emerging crises in Ethiopia and the Horn of Africa Sub-region in order to effectively contribute to developing Humanitarian planning and strategic projections for the Ethiopia CO.
  • Contributes to and backstop/support the design of cost effective, innovative and high-quality programming and ensure donor compliance and regulations, preparation of strategic documents, concept papers, proposals, midterm reviews, and evaluation meetings.
  • Provides backstopping support and quality checks for the relevant delivering teams and holds the accountability for effective, timely and high quality implementation across multiple field offices of categorized response programmes and in line with SCI global standards.
  • Work closely with the supporting teams and departments to ensure efficient delivery and support of humanitarian programmes, through the relevant operational team or field office.
  • Coordinates provision of the technical support to field based SCI staff and partners in the course of project implementation.
  • Contributes in preparing the outstanding and periodic reports on the implementation of humanitarian project activities as per the requirements of individual donors and SCI, to a high standard
  • Ensure high quality information and communications materials are gathered and shared with the Humanitarian Team and the Core Humanitarian Team, and made ready to represent the organization to external media agencies as required.
  • Participate in the planning, implementation oversight, and trouble-shooting of the SC Ethiopia Humanitarian programming and emergency Responses.
  • Share and exchange information on the resourcing needs to support the Humanitarian Action gained through follow-up with the Core Humanitarian Team and collaborate on the potential new funding opportunities with relevant CO departments, functions and teams for decisions on pursuing the funding opportunities.
  • Coordinate regular communication, coordination, follow-up and support visits to Humanitarian and Response implementation locations, and ensure that Humanitarian/Response programming delivery meets/exceeds international standards and corresponds to Ethiopia CO Humanitarian Plan objectives, implementation work-plans and budgets.
  • Work closely with CO programme-operations and thematic colleagues to harmonize humanitarian and response interventions during the proposal and implementation phases.
  • Work closely with Core Humanitarian Team and other relevant departments in ensuring that flexible, internal funding allocations are planned according to emerging and strategic needs and objectives in Ethiopia.
  • Ensure follow-up on implementation of humanitarian and response activities funded by the flexible funding.
  • Ensure timely and comprehensive internal and external reporting against the use of the allocated and projected flexible humanitarian funding in Ethiopia.
  • Work closely with the Programme-Operations, in particular with Supply Chain team and relevant field teams to ensure efficient delivery and support of humanitarian and response programs.
  • Contribute to SCI Quality programming through Country Strategic Technical Team (CSTT).
  • Support Humanitarian Director in the cross-departmental liaison, collaboration and coordination with relevant CO departments/functions and focal points, including the Cluster Coordination representatives and other relevant representation and networking in Ethiopia.
  • Support Humanitarian Director in liaison, coordination and representation with relevant Government agencies and other national networks/platforms/bodies.
  • Support Humanitarian Director in resourcing for developing SC Ethiopia CO Humanitarian Plans with regards to programming, funding and delivery requirements.
  • Facilitate and ensure effective provision of operational and technical support to the field based SCI staff and partners in the course of programming/response implementation.
  • Identify challenges during the implementation of humanitarian programmes and response activities, give feedback and propose solutions for the required corrective actions to address the challenges.
  • Support the budget holders with the preparation and review of project reports for donors, as well as lead on reporting for internal funding reporting requirements
  • Support budget holders and field teams on development of humanitarian project implementation plans for relevant projects.
  • Identify humanitarian best practices and compile lessons learnt and make use of them in future projects.
  • When and where necessary, provide roving/surge capacity support to the scale-up engagements for the new Humanitarian programming and Emergency Responses in Ethiopia.
  • Handle humanitarian related communications with field staff and government partners.
  • Fulfill obligations as the Officer in Charge (OIC) in the absence of the Humanitarian Director.

Support Awards Management oversight of Humanitarian and Response programmes

  • Support the Awards team with regards to monthly BvA meetings, in particular for the Humanitarian Fund and other available internal/flexible sources’ budget monitoring purposes.
  • Develop forecasts for budgets and monitor expenditure of internal/flexible budgets.
  • Follow-up and provide support on budget utilization and project expenditure as needed with relevant budget holders and on critical humanitarian projects, inclusive of internal/flexible funding.

Supporting capacity building

  • Identifies potential partner organizations and other relevant stakeholders for SCI in the area of child centred humanitarian responses.
  • In collaboration with the CO and field based SCI staff, support assessment and analysis of the capacity of partner organizations.
  • Identify and recommend possible support to partners to build their capacity and to facilitate project implementation.
  • Facilitate humanitarian awareness training and related sessions targeting relevant project partners and SCI staff.

Supporting documentation, learning and information sharing

  • Work with relevant field teams, technical teams (including MEAL) to ensure that SCI’s humanitarian experiences and lessons are captured and shared in lessons learned, briefings, or other documentation.
  • Facilitates information sharing and learning between SCI and relevant Government partner offices, in the area of Child focused humanitarian response.
  • Initiate, support and facilitate studies and reviews concerning Humanitarian programming and response.
  • Support and contribute to developing Humanitarian programming and response information materials, studies/review findings and distribute to relevant partners and stakeholders.

Collaboration, representation and networking

  • Establish links and good relationships with relevant government offices/authorities and NGO’s in the area of humanitarian response to refugees, pastoralist and non-pastoralist.
  • Contribute to the maintenances of strong relationships with key national partners and coordinating with other INGOs with humanitarian capacity, in-country donors and supporting entities.
  • Represent Save the Children’s humanitarian response to local authorities, donors, working groups, clusters, task forces, and other members of the humanitarian community.
  • Support Humanitarian Director in representing Save the Children at national forums, workshops and meetings regarding humanitarian issues.

  • Degree or higher in relevant field of study and minimum of 10 years of progressively responsible, relevant work experience, out of which 5 years in managerial role.

Demonstrable experience of:

  • Humanitarian programmes and programme-operations’ management and emergency response experience, including supply chain planning, human resource management, financial and grant management, proposal development and reporting, inter-agency coordination within the UN cluster approach, inter-sector coordination and multiple programme site management.
  • Good understanding of Humanitarian minimum standards (SPHERE, HAP etc) and command of Core Humanitarian Standard (CHS) approaches.
  • Practical experience with implementing humanitarian programmes, child rights programming and Rights based approaches to development, partnership’s coordination and development, capacity building and civil society development.
  • Knowledge & experience in Child Centred and Community managed disaster risk reduction and resilience.
  • Solid national, regional and field level experience in multi-sector humanitarian response, including food assistance programs, nutrition and WASH, including knowledge of MEAL best practices.
  • Experience of working in insecure and complex environments.
  • Solid knowledge of humanitarian response and transitional program concepts, policies, frameworks, strategies and components, as well as other development concepts and frameworks
  • Solid national, regional and field level experience in multi-sector humanitarian response, including food assisted programs.

Demonstrable skills in:
