LonAdd HR Consultancy Plc (www.lonadd.com) is a Recruitment & Outsourcing Company based in Addis Ababa, Ethiopia, with branch offices in Dukem, Hawassa and Bahir Dar. We are looking to recruit a qualified candidate on behalf of our client.

Job Purpose

KEFI Minerals is preparing for construction of the Tulu Kapi project in Western Ethiopia approximately 360km West of Addis Ababa. KEFI plans to construct a 2.0 Mtpa open pit CIL production operation with an expected mine life of 9 – 12 years.

Construction of the project is to begin in 2025.

The role is critical in Providing the required tendering/bidding process takes place as per the company standard, bides are communicated according to their respective target suppliers, requested responses or bid submission are collected and kept diligently, evaluations are conducted timely and transparently, bid clarifications are addressed timely, bid/tender results are communicated effectively, contracts are entered duly and contracts are followed, status tracked, deviations/variations are noted and contracts are managed effectively to assist TKGM operations

Reporting to the Commercial Manager, the role forms an integral part of the Commercial management Team, tasked to be accountable for rendering a Contract & Tendering Services to the operations.

With the Close collaboration and consultation with Commercial Manger, will lead the end-to-end tendering process and managing the full lifecycle of commercial contracts for the gold mine’s operations. This role ensures that procurement of goods, works, and services — including mining contractors, processing plant equipment, maintenance services, and consumables — is conducted transparently, competitively, and in compliance with company policy and relevant mining regulations, while delivering cost savings and risk mitigation across the contract portfolio.

Also, the role expects to participate in the daily running and developmental strategy of the business providing expert contract and tendering expertise advice as required on the sourced items and services.

Finaly, the role Look after the proper contract and tendering process is adhered to strategic category and local purchased materials and services.

Accountabilities for this Role

Tendering

  • Develop and manage tender strategies for minor and major capital projects, mining contractors, and operational services (RFQ processes for equipment and service sourcing, drilling, blasting, earthmoving, processing plant maintenance, etc.)
  • Prepare tender documentation, including scopes of work, evaluation criteria, and commercial terms
  • Coordinate pre-qualification of vendors and contractors, including safety, technical, and financial due diligence
  • Manage the bid evaluation process in collaboration with technical, finance, and HSE stakeholders
  • Lead commercial negotiations with shortlisted bidders to secure optimal value and risk allocation
  • Ensure all tendering activities comply with company governance, delegation of authority, and where applicable, local content or regulatory requirements

Contract Management

  • Draft, review, and finalize contracts, purchase orders, and service agreements
  • Maintain a contract register tracking key dates, obligations, performance milestones, and renewal/expiry timelines
  • Monitor contractor and supplier performance against KPIs, SLAs, and contractual obligations
  • Manage contract variations, claims, disputes, and dispute resolution processes
  • Ensure contracts address site-specific risks relevant to mining operations (safety, environmental, indigenous/community obligations, force majeure, currency/commodity price fluctuations)
  • Liaise with legal counsel on contract risk, liability, and regulatory compliance matters

Stakeholder & Risk Management

  • Partner with mining, processing, engineering, and HSE departments to understand operational requirements and translate them into commercial terms
  • Provide commercial and contractual advice to site leadership on major contracts and capital projects
  • Identify and mitigate supply chain and contractual risks specific to remote mine site operations
  • Support budget planning and cost forecasting related to contracted services and major procurement
  • Maintain strong relationships with key contractors, OEMs, and service providers

Occupational Health and Safety

  • Model behavior that is consistent with the Tulu Kapi and values.
  • Identify and interpret safety risks and resolve emerging issues.
  • Maintain processes to provide a safe workplace to all employees and external service providers undertaking work within the area of accountability.

Compliance & Reporting

  • Ensure tendering and contracting activities comply with company policy, antibribery/corruption standards, and applicable mining and labor legislation
  • Prepare regular reports on tender outcomes, contract performance, savings achieved, and risk exposure for senior management
  • Maintain accurate records to support audits and regulatory inspections
  • Register approved domestic and foreign purchase order on the procurement roll.
  • Contract Negotiations and Management
  • Participate in the development, negotiation, and administration of routine and complex strategic, category or local contracts with suppliers, contractors, service providers, and off-takers.
  • Ensure strict adherence to contract terms and conditions, including managing contractual correspondence, notices, and deliverables (e.g., guarantees, insurance).
  • Proactively identify, assess, and manage procurement risks associated with sourcing and evaluating and also delivery operations.
  • Oversee proper total cost of ownership during sourcing, where TKGM is benefited from sourcing efforts, ensuring that variations and claims are properly priced, documented, and negotiated to maximize entitlements and safeguard margins.
  • Support the resolution of claims, variations, and disputes.
  • Risk Management
  • Identify, assess, and mitigate procurement risks across all aspects of the mining operation, including, volatility in pricing, devaluations, supplier default and procurement efficiencies by using strong vetting and due diligence process.
  • Develop and implement risk mitigation strategies and contingency plans.
  • Ensure clear ownership of risks across the project team and conduct regular reviews.

Team Leadership and Development

  • Provide strong and effective leadership to the contract management team.
  • Mentor and develop team members, setting performance objectives and conducting regular reviews.
  • Foster a culture of compliance, accountability, and continuous improvement within the commercial function.
  • Compliance and Governance
  • Ensure all procurement activities comply with internal policies, corporate governance frameworks, and relevant local and international laws and regulations.
  • Maintain meticulous records to support all procurement processes, decisions and transactions.

Stakeholder Engagement

  • Build and maintain strong relationships with internal stakeholders (operations, technical teams, corporate functions) and external stakeholders (clients, suppliers, regulatory authorities).

Requirements & Qualifications

Educational Background

  • Bachelor’s degree in supply chain management, Commerce, Law, Engineering, or a related field (MBA or postgraduate qualification in procurement/contract law advantageous)
  • Supporting additional qualifications focusing on logistic management and/or finance will be an advantage.

Key Skills/Experience Required

  • Minimum 7–10 years’ experience in procurement, tendering, or contract management, with significant experience in mining, resources, or heavy industry.
  • Demonstrated experience managing high-value contracts (mining contractor agreements, EPC/EPCM contracts, major equipment supply).
  • Professional certification (e.g., CIPS, IACCM/World Commerce & Contracting) preferred
  • Experience in a strong team player role and development skills.
  • Experience in working on ERP system.
  • Strong understanding of contract law, commercial risk allocation, and standard contract forms (e.g., FIDIC, NEC, or company standard templates)
  • Extensive experience in working with a cross-functional team.
  • Thorough understanding of the relevant industry regulations and compliance framework as well as contract law and commercial principles.
  • Advanced knowledge of Microsoft 365 and Office suite (Word, excel).

Competencies Required

  • Analytical ability: Sound understanding of mining operations, capital projects, and contractor management. Manage tendering process and contract management of foreign & locally required specific Category Materials at the most diligent and timely basis.
  • Problem-solving skill: Ability to solve problems and challenges in an organized methodological way while tendering and managing contracts for all strategic sourcing & procurement activities.

  • Stakeholder Management Skills: Effective stakeholder management across technical, financial, and executive teams. Strong Supplier relationship capabilities, with the ability to build strategic and tactical partnership during the contract timelines.
  • Communication Skills: Strong commercial acumen and negotiation skills. Excellent written and verbal communication with language proficiency in English, Afaan Oromo and Amharic at the Common European Framework of Reference (CEFR) category C1: Proficient User standard and the ability to present complex contract and tendering information clearly and concisely to diverse audiences.
  • Risk Conscious: Sound judgment in risk identification and mitigation
  • Team Orientation: Ability to work effectively as part of a team and collaborate with diverse suppliers and vendors and to build effective business relationships, teamed with solid influencing skills working across several areas of the business.
