LonAdd HR Consultancy Plc (www.lonadd.com) is a Recruitment & Outsourcing Company based in Addis Ababa, Ethiopia, with branch offices in Dukem, Hawassa and Bahir Dar. We are looking to recruit a qualified candidate on behalf of our client.

Job Purpose

KEFI Minerals is preparing for construction of the Tulu Kapi project in Western Ethiopia approximately 360km West of Addis Ababa. KEFI plans to construct a 2.0 Mtpa open pit CIL production operation with an expected mine life of 9 – 12 years.

Construction of the project is to begin in 2025.

The role is critical in Providing the required Strategically sourced materials and services to TKGM operations at the desired time, enforces the procurement mechanisms, designates, organizes, delivers, and purchases items.

Reporting to the Commercial Manager, the role forms an integral part of the Commercial management Team, tasked to be accountable for rendering Strategic sourcing Services to the operations.

With the Close collaboration and consultation with Commercial Manger, will address all Procurement activities on the Strategic category items and services assigned including, Foreign & Local sourcing, evaluating, appointing, offer negotiation, market surveying, contract managing, follow up demand forecasting, ordering, reordering, setting up ordering points, updating stock levels against demand, vendor management, engagement, development and budgetary control.

Follow up of orders made to foreign suppliers, communicating with suppliers in relation to specification with foreign suppliers, be liaison staff in all aspects of quality assurance, design approval, design change and marketing requests from supplier and departments involved, report status of foreign orders, follow on Bank Forex requests, submitting PI’s, manage status of approvals against applications, keep foreign purchase documentation, follow import delivery status and coordinates with concerned in relation to bank forex approvals on the specific category assigned. Reporting on statuses on agreed frequency is a must with accurate records and data.

Also, the role expects to participate in the daily running and developmental strategy of the business providing expert procurement advice as required on the Strategic sourced items and services.

Finaly, the role Look after the proper procurement process is adhered to strategic category and local purchased materials and services.

  Accountabilities for this Role

Occupational Health and Safety

• Model behavior that is consistent with the Tulu Kapi and values.
• Identify and interpret safety risks and resolve emerging issues.
• Maintain processes to provide a safe workplace to all employees and external service providers undertaking work within the area of accountability.

Procurement Management

• Register approved domestic and foreign purchase order on the procurement roll.
• Confirms that the required procurement documents and check documents are complete catalogue of suppliers and the contents of their supplies.
• Distribute jobs to sector purchasing officers and transit operators, coordinate their work and evaluate their performance.
• Prepare Bidding Documents and Invoice Price Specifics for Foreign and Country Purchase.
• He/she shall act as secretary in the Subscription Committee, hold procurement meetings, prepare procurement analysis forms, procure procurement documents, follow up on the performance of the procurement, and issue share purchase with the Property Section.
• Follow up and submit the missing list of lost, damaged, unwanted, unmatched and unreached items with the Property Section and submit to the insurance company the informed advisory and shall follow up the implementation thereof.
• Follow up the process of bank, customs, insurance, transit and other appropriate formats to ensure that approved stock purchases are secured.
• Plan the organization interest on purchasing, Develops detailed procurement implementation programs and submit to mangers for approval.
• Purchased goods and services purchased complete information and collected user information during the course of procurement.
• Follow up Goods purchased from abroad promptly to be removed from customs property.
• Regularly collect information and evaluate the supply and price of goods and services by conducting periodic procurement market research.
• Provides a monthly, quarterly and annual report describing the working status .

Contract Negotiations and Management

• Participate the development, negotiation, and administration of routine and complex strategic, category or local contracts with suppliers, contractors, service providers, and off-takers.
• Ensure strict adherence to contract terms and conditions, including managing contractual correspondence, notices, and deliverables (e.g., guarantees, insurances).
• Proactively identify, assess, and manage procurement risks associated with sourcing and evaluating and also delivery operations.
• Oversee proper total cost of ownership during sourcing, where TKGM is benefited from the sourcing efforts, ensuring that variations and claims are properly priced, documented, and negotiated to maximize entitlements and safeguard margins.
• Support the resolution of claims, variations, and disputes.

Risk Management

• Identify, assess, and mitigate procurement risks across all aspects of the mining operation, including, volatility in pricing, devaluations, supplier default and procurement efficiencies by using strong vetting and due diligence process.
• Develop and implement risk mitigation strategies and contingency plans.
• Ensure clear ownership of risks across the project team and conduct regular reviews.     
• Team Leadership and Development
• Provide strong and effective leadership to the procurement team.
• Mentor and develop team members, setting performance objectives and conducting regular reviews.
• Foster a culture of compliance, accountability, and continuous improvement within the commercial function.
• Compliance and Governance
• Ensure all procurement activities comply with internal policies, corporate governance frameworks, and relevant local and international laws and regulations.
• Maintain meticulous records to support all procurement processes, decisions and transactions.

Stakeholder Engagement

• Build and maintain strong relationships with internal stakeholders (operations, technical teams, corporate functions) and external stakeholders (clients, suppliers, regulatory authorities).

Requirements & Qualifications

Educational Background

• MBA /MSC / BA degree on supply chain management and related social filed
• Supporting additional qualifications focusing on logistic management and/or finance will be an advantage.

Key Skills/Experience Required

• A minimum of 5 years of active procurement expert experience, with a significant portion within the mining or heavy industrial sectors experience which covers strategic project and production material and services procurement first implementor positions
• Demonstrated experience in working as category, strategic items and local buyer.
• Proven track record of leading different categories buying team.
• Experience in a strong team player role and development skills.
• Experience in working on ERP system.
• Proven track record of successful implementation of a procurement strategy within a mining/similar environment.
• Extensive experience in working with a cross-functional team.
• Thorough understanding of the relevant industry regulations and compliance framework as well as contract law and commercial principles.
• Advanced knowledge of Microsoft 365 and Office suite (Word, excel).
