Background

The Coalition of Ethiopian Civil Society Organizations for Elections (CECOE)  is a coalition of over 175 Ethiopian CSOs working in the area of elections, human rights and democracy. The Coalition is registered and licensed under the Ethiopian civil society organisation proclamation 1113/2019 . Since its establishment, CECOE has observed the 6th general Ethiopian elections, the Sidama and South West Ethiopia Peoples' Region referendums. Furthermore, the Coalition has been engaged in various advocacy and civic education activities. The IVote digital voter education campaign which reached several million Ethiopians and an advocacy campaign to reform the electoral legal regime come at the forefront in this regard. In its all engagements, CECOE gives priorities to marginalised segments of the society i.e. IDPs, PWDs and Women. As a result, CECOE has been carrying out several projects aimed at bolstering the political participation of these marginalised groups. One of such projects is the “Women Political Participation” project which CECOE is  currently implementing in partnership with the Netherlands Institute for Multiparty Democracy (NIMD).

Women’s Month

The International Women’s Day ( IWD ) is celebrated every year in a bid to commemorate women’s struggle in which women all over the world went out in demonstrations to demand their rights. The day also marks a call to action for accelerating gender parity. Significant activities are witnessed worldwide as groups come together to celebrate women’s achievements or rally for women’s equality.?However, the erstwhile objectives cannot be achieved by echoing the successes of women only for one day. Therefore, CECOE and its partners strongly believe that raising agendas related with IWD ahead of march 8, and making the issue a discussion point among the general public are of paramount importance. In order to materialise these goals, CECOE will celebrate the Women’s month from 8 February to 8 March 2023, by carrying out different awareness raising activities. One of the planned awareness raising activities is the production and broadcasting of a video clip aimed at raising women’s political participation.  

Job description

Under the direct supervision of the CECOE’s coordinator on the thematic area, the production company will video-document a three hours long event; produce a five minutes summary video; produce three (1 minute long social media videos). The company will be expected to deliver the following:

• Production of a video (script writing, videography, editing, audio balancing, sub-titling, format exporting,
• Archiving raw and edited work etc. according to CECOE’s and NIMD’s standards.
• Edit the footage in line with the script agreed and approved by CECOE focal person and produce
• Record and edit narration / voice over where needed in according with guidance from relevant CECOE focal person;
• Embed subtitles in the video as per need;
• Audio balance the final product and convert it in formats for use on TV, radio, web;
• Clearly identify location, name and age of interviewees, quotes and any relevant details;
• Include appropriate CECOE branding and crediting of CECOE ownership for the produced videos.
• Archive the edited output in DV and DVD format along with professional log.

Qualifications and experience:

The production company is  expected to possess the following qualifications:

• At least five years of experience in videography/video editing, experience of editing using Adobe Premiere or Pro Final Cut Pro;
• Demonstrated experience of conception, production and editing of mini video documentaries and video clips;
• Experience in covering subjects related to women empowerment will be an asset,
• Experience with CSOs and International organisations will be an asset;
• Tax, registration…. Discuss addtional requirements with the Finance department

Technical and financial proposal:

Interested video production companies should submit a Technical and Financial Proposal, with description of their experience, as well as a portfolio of previous works.

Technical

The technical proposal should include, but not be limited to, the following:

• Short profile, including CV, training certificates of videography-related studies, references;
• Detailed individual portfolio (web links to produced videos) showcasing range of work (i.e.Short clips, interviews, documentaries, etc.);
• Demonstrated experience in videography on social issues;
• Production capabilities: quality video production, including related hardware and editing software.

Financial proposal

• The financial proposal shall specify an all-inclusive fee  for the production of a 3 Minutes length video), which should include filming charges, transportation expenses, post production, as well as crediting, subtitling and voiceover. The final selection will be based on the principle of “best value for money” i.e. achieving desired outcome at lowest possible fee.
